Mount Vernon Fire Department Public Safety Meeting February 4, 2015 Minutes Approval of the Minutes No minutes were submitted for approval. CITY ATTORNEY 1. Non-requested Periodicals  Unlawful periodicals left at a residence are considered a nuisance.  City Attorney Kevin Rogerson has contacted the Argus and he was informed that a citizen should call the main line for the Argus and ask for circulation. The circulation desk can and will cancel the subscription. If they fail to follow the instruction they will no longer use that carrier. FIRE Mobile Integrated Healthcare (MIHC) Pilot Program  Chief Hari introduced members of the community in the audience; Dr. Connie Davis the Chief Medical Officer for Skagit Valley Hospital and Duncan West from MIN-NS.  Firefighter Paramedic Frank DeYoung introduced the MIHC group; Lt. John Glenn, FF Beth Ganz, Office Manager Christine Love Johnson and himself. He then proceeded to present an overview of the first 45 days of the Mount Vernon Mobile Integrated Healthcare pilot program. o Councilmember Lindquist inquired if MIHC personnel can transport patients. The answer is no, they would activate the 911 system if transport is deemed necessary. o Councilmember Fiedler asked how the logistics work with one person in a SUV. Are they still available for fire calls? The answer is we are only running the program during the pilot (ending March 31st) when the shifts are “long”. That means when there are 8 or more persons on shift. At that time, the designated MIHC representative is placed in an SUV to run MIHC calls. They are still available and would respond to fire or CPR calls. o Councilmember Raegan asked how Duncan fits into this program and what his role is. Currently MIN-NS is developing a HIPAA complaint means of sharing data between entities. Currently MIN-NS has a contract with Skagit Valley Hospital and has a proposal out to Mount Vernon. WSRB  Robert Ferrel from WSRB came up to present to the Fire Chief’s and Fire Commissioners. Chief Hari provided Council a review of his presentation, highlighting key points. o The WSRB rating is a grade of the community protection abilities – it is not just a reflection on the fire department. Some parts of the grade are out of the fire department’s control. o The change in the cost for fire insurance between a rating of a 4 and a 5 is small for a residence, but larger for a commercial building. o The WSRB grades based on the following:  35% - water flow  40% - Fire Department  9% - 911 Center  16 % - Fire Safety Control o There are 5 years between visits – but a department can request a revisit after 36 months. o Only District 6 and Mount Vernon argued the scores. Deployment Study  The Fire Department Deployment study has begun. Councilmember Hulst and Councilmember Fiedler are members.  The Study is scheduled to be complete in June at which time a presentation will be made to council. Tegris  Councilmember Raegan would like to see a presentation on Tegris at the April Public Safety meeting. Chief Hari indicated that BC Riggs would bring forward a presentation.
