The meeting was called to order by Councilman Mark Hulst.
Minutes from prior meeting were approved and adopted.
Councilman Hulst asked if any Council Members opposed to moving the “Use of Force”
portion of Chief of Police Dodd’s presentation to the Study Session so it would be
televised. All were in agreement.

PERSONNEL UPDATE
Budget allows for 45 commissioned officers
Two recent retirements – Officers Tobin Ruxton (38 years) and Tom Wenzl (27
years)
Currently down four positions
o Three Patrol Officers
o One Police Lieutenant
o Six Officers eligible for retirement in 2015
Hired three officers this year
o Eric Kivi (01/21/15)
o Chris Carlson (02/11/15)
o Elizabeth Paul (04/01/15)
o All three currently at Basic Law Enforcement Academy (BLEA)
Listed shortage positions
o 1 – Administrative
o 5 – Patrol Division
o 1 – Priority Policing

o 1 – Traffic Unit
o 1 – Public Education Officer
Down nine total (20% of work force)
o Due to shortages, will have a lot of overtime in 2015
Although down on manpower, will most likely be over budget due to
overtime coverage, backgrounds, wages of new officer versus
overtime wages for veteran officer
K-9 Vektor is certified
o Scored 98 out of 100 total points
o Road ready and has been on road for a couple of weeks
o Vektor will eventually be cross-trained into drugs
Discussed second K-9 position and provided historical overview
o Two dogs would work four 10-hour shifts
o One dog works four 8.5-hour shifts
o Second K-9 would be generalist
o Soft costs for second K-9 approximately $173,432 total (includes additional
officer’s wages and benefits, vehicle and associated equipment, dog
purchase, kennel, training, vet, and food)
o Council Member Hulst asked about benefits of second K-9
Chief Dodd stated his top priorities at this time include filling the
second Traffic Officer, and second Priority Policing Team Officer
K-9 may be about third or fourth on Chief Dodd’s list of priorities
Second K-9 could be shelved for a better time
Maybe four to five years down the road
County does not have plans to add another K-9
We are coordinating with County so one of the K-9s (MVPD or
SCSO) is working at all times
Council agreed maybe four to five years for second K-9
Updated Council on hiring of part time Records Specialist position
o One outstanding candidate at this time
o Starting background and hope to hire her around 07/01/15
Over next six months, will continue with hiring process
o Police Records Specialist
o Police Officer
o Police Sergeant
o Police Lieutenant
Hope to promote in fall
DOG KENNEL PROJECT UPDATE
Dean Gilbert and Tom Theisen meeting regularly
Will complete drawings and specs in next two weeks
Bid should go out within a month
o Advertise for three weeks
If approved, start construction end of July

DIRECTED TRAFFIC MISSIONS UPDATE
Officer Paul Shaddy completed Basic Police Motorcycle Operator Course
Officer Tom Wenzl’s retirement is a huge loss to the Traffic Unit and MVPD
Developed 12-month Directed Traffic Mission plan
o February and March traffic missions were very successful
o Due to staffing shortage, unable to facilitate April traffic mission
Priority is to fill second Traffic position
HOMICIDE INVESTIGATION UPDATE
First homicide in quite some time
Chief Dodd was actually called out on scene
Amazed at hard work and determination of Police Officers and Investigators
Although officers/investigators had no initial information on the suspect, they hustled
to gather data, put it together, and had him identified and in-custody within 24 hours
OVERSIZED VEHICLE PARKING
Updated Council on this on-going concern
WCIA AUDIT
Had to complete questionnaire/survey on policies and practices of MVPD
o Use of Force
o K-9 Units and Use
o Vehicle Pursuits and Defensive Driving
o Training and Documentation
o Internal Affairs
o Civil Disobedience
o Mentally Ill and Developmentally Disabled
Auditor was very complimentary of MVPD policies, procedures,
documentation, and practices
Auditor had no findings or recommendations
