Mount Vernon City Council Finance Committee Parks & Enrichment Services Committee Minutes May 24, 2017 Present: Councilmembers Fiedler, Hulst, Hudson, Lindquist, Molenaar, and Quam Staff present: Doug Volesky, Bill King, Tom Wenzl, Kevin Rogerson, Chief Dodd, Peter Donovan 1) Minutes from April 2017 were approved. 2) Doug provided updates on: a) Investment Activity- at year end the investment portfolio consisted of $16,951,013 and the Local Government Investment Pool (LGIP) had a balance of $8,422,208. Total cash and investments equaled $30,391,338. Investment yields are starting to trend upwards from a low of .95% for bond type investments and .11% for LGIP in 2014. The performance of the long term investments has been consistently above the LGIP performance, but it is important to maintain money in the liquid investment pool to have a balanced portfolio. Several investments will mature in 2017 and Doug will be parsing re-investments out for a balanced portfolio regarding maturity dates. b) Skagit Jail Finance Committee- the facility is expected be substantially completed by June 21, 2017. There are several days of training for staff on the security electronics and other facility functions that are expected to take 90 days. Inmates are scheduled to move in during the week of September 10, 2017. The budget for this project was $62,602,000 and the expense to date has been $58, 342,626. The project is estimated to finalize at $860,000 under budget. c) Jail Alternative Program: The Jail Finance Committee presented an annual report on this program. The City of Mount Vernon operates this program through the Parks Department as the City Work Program (CWP). Tom Wenzl supervises this program and has developed a reporting model that other cities and the county are using. The Committee indicated that “Members will pay no booking fees if they have a full-time dedicated employee working on jail alternative programs or, one or more employees who together make up at least one full-time equivalent employee.” d) Financial updates: st i) Property Tax revenue was remitted for the 1 payment period of 2017. The revenue received to date is $34,059 over the projected estimate at this time, with 48.4% of total budget collected. ii) Sales Tax revenue continues to exceed budget goals by 10.62% or approximately $270K for the year to date compared to last year. 3) Parks and Enrichment Services – Bill provided an update of recent activities and projects a) Lions Park Restroom Project update – This remodel project has been changed to a replacement with a precast concrete building similar to the Hillcrest Park Lower Restroom. The timeframe for this could be as short as six weeks. This type of building is more impervious to flood damage. b) Hillcrest sewer Line Project update – Phase 1 will include the barbeque pit and will route the line with the least impact to the parking for the park. c) Bowman/Quarry Boundary is not finalized at this time. The quarry contract will expire July 2017 and there is interest in an extension d) Encampments – Kevin is working with the department to develop a policy addressing illegal encampments and legal issues surrounding mitigation of camps. e) YMCA agreement is underway and meetings are scheduled to create a final document. f) The agreement with Mount Vernon School District should be completed soon. g) Stokley Tower – bids are going out for the replacement of the ladder, diagonal connections, painting and for general tower and site maintenance. h) Work is progressing on plans for a Veterans/First Responder Memorial. i) The Recreation Department has numerous events planned for the next four months City of Mount Vernon Finance Committee May 24, 2017 Page 2 Adjourned at p.m.7:02 Submitted by Rebecca J.
