City of Mount Vernon Development Services Committee Meeting Minutes from April 18, 2018 at 6:00 p.m. Chairperson Mary Hudson called the meeting to order at 6:00 p.m. Present were Council members Melissa Beaton, Joe Lindquist, Mark Hulst, Iris Carias, Gary Molenaar, Richard Brocksmith and Mayor Jill Boudreau. Staff members present were Development Services Director Chris Phillips, Senior Planner Rebecca Lowell, Library Director Isaac Huffman, Project Development Manager Peter Donovan. Minutes Mr. Hulst moved, seconded by Ms. Beaton, to approve the minutes from March 21, 2018 as presented. Motion carried. Facility Management and 6 Year Plan Overview Mr. Chris Phillips briefed the Council on the general facility maintenance management program (Facility Dude). Over the past several months staff has developed standard operating procedures. Approximately 650 work orders have been entered thus far. Mr. Phillips pointed out that the program will allow staff to prioritize long range budgeting for recurring and preventative maintenance actions, long-term recommended Capital Facility Renewal improvements and Annual Capital Facility inspections for Facility material condition ratings. Mr. Phillips then presented to the Council emergency HVAC repairs that need to be done at City Hall and the Police Court Campus. He ranked the projects by highest to lowest priority along with the cost of each item. There were some concerns from Council regarding what funds will be used for all the repairs. They all agreed that further discussion needs to take place regarding funding. Mr. Phillips went on to list other items such as, but not limited to: LED lighting and smart technology planned for the Library, Fire Station #1, and the Public Works Administration Building. Additional items will also be coming up for Council review for flooring replacement, LED lighting for City Hall and the Police Court Campus. South Kincaid Subarea & Future Work Programs Mrs. Rebecca Lowell gave an overview of the South Kincaid Subarea Plan. Three separate ordinances will be brought to Council for review and possible adoption. Legislative Work Program Updates Mrs. Lowell informed the Council that the floodplain cumulative rise analysis has been completed and DOE has accepted it. The affordable housing code amendments will be pushed out 6 to 8 weeks to allow staff to complete the Subarea and Downtown design standards and work on the ALFCO site development. Committee then adjourned at 6:59 p.m. to begin the Council Study Session. Committee reconvened at 7:10 p.m. and continued discussion on the Downtown District zoning as it related to the C-1 district, C- 1a, C-1b and the new C-1c designations. City staff stated they would send a new map that defines/clarifies those properties that have opted out of the rezone option. City Staff provided information from the Traffic Consultant and emphasized that resident parking would not be decreased. City Staff reviewed the Legislative Work Plan for the 2nd and 3rd Quarters. During the Good of the Order discussion, the Mayor mentioned that a Port of Skagit business is exploring development opportunities in the City of Mount Vernon.
