The meeting was called to order by Mayor Boudreau at 7:00 p.m.
Present: Mayor Boudreau, Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst,
Lindquist and Molenaar
Staff Present: Police Chief Dodd, Project Development Manager Donovan, Library Director
Huffman, Development Services Director Phillips
Citizens Present: 1
A. Approval of Agreement – Pacific Surveying & Engineering: Mr. Phillips presented Council with a
request for authorization for the Mayor to enter into a professional services agreement with Pacific
Surveying & Engineering, Inc. to provide an ALTA survey for the property proposed for the new
library/parking structure/ community center.
Councilmember Lindquist moved to authorize the Mayor to enter into
a professional services agreement with Pacific Surveying &
Engineering, Inc. for surveying services. Motion seconded by
Councilmember Molenaar. Motion carried 7-0.
B. Approval of Agreement – Element Solutions: Mr. Phillips presented Council with a request for
authorization for the Mayor to enter into a professional services agreement with Element Solutions to
provide a Phase I Environmental Study, including geotechnical exploration archeological exploration
for the property proposed for the new library/parking structure/ community center.
Councilmember Hulst moved to authorize the Mayor to enter into a
professional services agreement with Element Solutions for
environmental study services. Motion seconded by Councilmember
Hudson. Motion carried 7-0.
C. Approval of Agreement – Watry Design, Inc.: Mr. Phillips presented Council with a request for
authorization for the Mayor to enter into a professional services agreement with Watry Design, Inc. to
provide a parking structure feasibility study at the property proposed for the new library/parking
structure/ community center.
Councilmember Beaton moved to authorize the Mayor to enter into a
professional services agreement with Watry Design, Inc. for feasibility
study services. Motion seconded by Councilmember Lindquist.
Motion carried 7-0.
There being no further business the meeting was adjourned at 7:06 p.m.
