November 7, 2018 Minutes
Attendees Present:

Approval of Minutes
October minutes were approved with the correction that Councilmember Hulst did not call the meeting together it
was Councilmember Beaton.
FIRE
1. Chief Brice recognized Eva Campos and Tim Alder for their outstanding lifesaving efforts that were
demonstrated at a recent pedestrian/vehicle
2. EMS update – hiring process is going well. There are details regarding the transitions that are being
worked out. At this time Dec. 31 at midnight is target transition time. Orientation of 14 individuals is
presenting some challenges that are being worked through.
3. Fire Station 1 update – design concepts have been reviewed and a more detailed drawing was shared with
Council that is being used for the architects to develop a cost guideline.
4. Fire House Subs has donated $25,000 and the tools that they are paying for are ordered and on the way
5. Data Lab Grant – this grant is for Entera that will build a response dashboard, this does have a grant
match requirement of $4,500 of the $27,000 that will be granted. The money for that match is in the
2019 Fire Department budget. The data that will be supplied will be required for EMS funding. Bryan is
researching the maintenance costs will be.
ADMINISTRATION
Legislative Agenda – Mayor Boudreau came forward to share some of her ideas for what the focus should be when
meeting with the State Legislators. Many of these are in conjunction with the AWC priorities, such as funding
adequate Criminal Justice training sessions to accommodate new officers getting on the road in a timely manner.
Asking for cities to be present during conversations on dealing with homeless populations and issues. Additionally,
the City is requesting a Capital budget allocation of $4 million to assist the City and Skagit County in achieving a
mixed use Library/Community Center/Parking Structure for the downtown area. Continuing to share state
revenue for public safety services including law enforcement of State DUI laws and compliance with State Liquor
and cannabis regulations. Finally, the City is opposed to State mandates of density. We believe that this
undermines the Growth Management Act and the ability to produce Comprehensive Plans driven by data research
and significant public process.
The Downtown Association is asking if the empty space that is coming up in the Kincaid buildings to be used for
popup- startups. The lease request is no more than $200 per month but this could be economic stimulus if any of
the businesses become viable. The incubator popup is popular and positive in other communities and council feels
that moving forward with this is a positive movement.
There is no code process for replacing a councilmember up to 90 days following an opening. Hulst favors an
application process and an interview by council.
LIBRARY PROJECT
Searching for a project manager to guide the Library/CC/ Parking project. Two firms were interviewed and OAC is
the most qualified and they would like to negotiate with them for their services. What project delivery can be
moved forward with considering there is a $5million shortfall on the funding for the project.

Reviewed the agenda for tonight and asked if the budget and public hearing could be presented first then the
consideration of the property tax levy ordinance.
