Public Works/Library Committee Meeting November 14, 2018, 6:00 pm Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carias, Lindquist, Hudson, Hulst, Molenaar Staff Members: Public Works – Bell, Chesterfield, Love; Library Director – Huffman; Police Chief – Dodd; Finance Director – Volesky 1. Approval of Public Works Committee Minutes: Councilmember Beaton moved to approve the minutes from October 10, 2018; Seconded by Councilmember Lindquist; Carried by all. 2. Library Committee – Isaac Huffman a) Library Area The library is cleaning those areas which are less beautiful, creating a resource rack and consolidating areas and material. b) Collection Shift The Library took the opportunity to shift its entire collection creating shelving that is the same height giving it a clean appearance. Everything is organized by type and topic. Bottom shelves are empty making it easier to access materials. The hold shelf has been moved from behind the counter to a location with easy access and easy to use labels. With this change on Tuesday there were 54 items on hold and Wednesday 42 items on hold, about a 250% increase in use in just a couple of days. c) Outreach Coordinator Work is being done to grow partnerships’ in the community and strengthen them. Andrea Alaniz was hired as the Outreach Development Coordinator and comes from Burlington School District with a degree from the University of Washington. She has reached out to over 890 people and organizations in the community and is doing great work. d) Program Highlights Upcoming events are Spanish Storytime, Dia del Niño, Underground Writing in the Library, and Literacy events. Additional highlights include Holiday Music: Cantible on December 3rd; Slavic Youth Choir on December 10th, and Campbell Road on December 17th. November 14, 2018, Public Works/Library Committee Minutes Page 1 of 4  On the agenda tonight the Library will be asking the Council to enter into an interlocal agreement with Skagit County to assist in providing library materials to the residents of unincorporated Skagit County non-library district members. 3. Program Coordination Division – Blaine Chesterfield a) Washington Conservation Corp (WCC) Agreement with Washington State Department of Ecology Staff will be asking Council to approve an agreement with the WCC at the Council meeting later tonight. This agreement is in the amount of $42,000 which includes up to ten weeks of work with WCC crew members utilizing their own equipment. b) Log Boom Repair Carlson Construction began working on repairs to the Log Boom that was damaged during flooding last season. Repairs should be completed in four to five working days total (non-consecutive). This log boom was last worked on in the 90’s. The contract amount for this work is $25,272.75. During inspection it was noted that some cables and chains should be replaced during the repairs which is in addition to the contract. 4. Project Updates – Mike Love a) Laventure & Section Traffic Signal (SRTS) Project Acceptance Staff will ask Council tonight to accept the work completed by Colacurcio Brothers for the Signal at the intersection of Laventure Rd and Section St. which was completed earlier this year. b) College Way Under I-5 There will be a preconstruction meeting for this work on December 11th with a planned starting date of January 2, 2019. The contractor, Granite Construction, is working with their subcontractors on the details to install the tie back retaining wall system which could possibly take place during the day. This would be beneficial to the project and could potentially shorten the duration of the work. c) 2017 Curb Ramps Project Acceptance Staff will ask Council tonight to accept the work completed by Larry Brown Construction for the 2017 Curb Ramp improvements which included ADA improvements to approximately 50 corners throughout Mount Vernon. d) Master Lighting Services Agreement with PSE Staff will ask Council tonight to approve an agreement with Puget Sound Energy for installation of street lights in various areas throughout Mount Vernon. e) Completion of 2018 Street Improvements SRV Construction has substantially completed all work on the 2018 Street Improvements project. Public Works Director Comments – Esco Bell a) Letter of Map Revision Update FEMA’s GIS staff are preparing drafts of the map revision. This means that the analysis and scrutiny of the documentation submitted is essentially complete. Draft maps will be submitted to City staff for approval and final maps of the proposed revision will be presented for a 90-day public comment period. b) City Shop Project Update Estimated costs for this project are very high, approximately $6.6 million for the shop only, with no frills. Staff is working with Finance Director Volesky to work on a doable path forward to recommend. 6. Traffic Safety Committee (TSC) Update – Esco Bell a) Skagit Highland Temporary Speed Hump Esco presented on the pre and post conditions of the temporary speed hump on Monarch Blvd in Skagit Highlands. The use of the temporary measure is useful for education and outreach and has some effect in helping to reduce speeds. This tool will be added to the list of traffic calming efforts that the City can use; such as, increased enforcement, speed radar trailers, residential signing, and narrow striped travel lanes. This tool will only be used on residential streets, not on arterials or feeder streets. b) Pedestrian Activated Beacon Crossings The City has installed push button activated beacons as follows: Schools • Laventure Middle School crossing Laventure • Jefferson Elementary School at Blackburn and 19th Street • Lincoln Elementary crossing Broad Street • Washington Elementary School crossing McLean • Little Mountain Elementary crossing Laventure at Fowler Street • Mount Baker Middle School crossing Section Street Other Locations • Pine Square across 2nd Street • 3rd Street at Myrtle Street • Mount Vernon High School crossing Division at 11th Street • SR 536 crosswalk at N Baker St. Future Installs – Materials on Order • 18th Street for Kiwanis Water Park • 4th Street at Highland Street • Madison Elementary crossing Fir Street November 14, 2018, Public Works/Library Committee Minutes Page 3 of 4  c) S 29th Place Petition to Close Trail A petition to close a trail at S 29th Place is being evaluated by the Traffic Safety Committee in December. Esco spoke with the petition signers’ representative and described what was being done to consider the petition. Closing the trail would require Council approval. 7. Miscellaneous / For the Good of the Order a) Mayor Mayor Boudreau discussed the process of filling the Council vacancy with Councilmembers.
