Mount Vernon Finance Committee Parks & Enrichment Services Committee Minutes April 24, 2019 Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Hulst, Moberg, and Molenaar. Staff Present: Police Chief Dodd, Project Development Manager Donovan, Public Works Wastewater Manager Duranceau, Library Director Huffman, Parks and Enrichment Services Director King, Finance Director Volesky. 1. Minutes from March 27th were approved. 2. Parks & Enrichment Services Department: a. YMCA Services Drawing – Outlined the proposed YMCA facility use program and how winners will be selected. i. Background – agreement for services between the city and YMCA dated July 31, 2017. a. The City of Mount Vernon Committed $500k with $100k paid up front and $50k annual payments over the next 9 years. b. Three key elements – Full Memberships, Open Swim Passes, Indoor Track Passes. ii. Execution – Memberships and selection. a. Due to delays in YMCA Opening date, 2019 will include a single six-month use period. b. Following years 2020-2028 shall have two six month periods each year. c. Participation to be selected via drawing or registration in recreation programs. All selections will be made via random sequence generator. i. 100% free to participants. ii. 20% Rollover of unused services allowed. iii. The total number of membership vouchers is dependent on the type of memberships awarded. iii. Execution – Open Swim passes a. Day Camp – 25 children (and staff) once per week for 7 weeks. b. Swim Pass (Drawings) i. 10 Punch cards ($90 value) ii. 146 cards total (Approximate) iv. Execution – Walking Program 1. October 1- December 31, 2019 2. 25 Cards with 36 punches per card. Due to decrease in funding, Little Mountain renovation will be focusing on roads and parking. Proposed bicycle skills park will be designed, built and funded by Little Mountain Parks Foundation under the oversight of Parks and in accordance with a draft agreement currently being reviewed. ii. Showcased local park improvements including the Hillcrest Lodge garden remodel and the Kiwanis Park butterfly sculpture. iii. Outlined future improvements - Bakerview Road repave and 18 Hole Disc Golf course at Edgewater Park. iv. In discussions with Gridline Skate parks. 1. Company has built several skate parks including Coal Pad Skate Park in Glacier. 2. Main objective would be to replace existing skate park located at Bakerview Park with one that is bigger, safer, and has more options. 3. City does not have funds to allocate to this project. Gridline Skateparks would be responsible for fundraising at this time. v. Presented several photos of the Gillett Property. (City of Mount Vernon currently in the process of acquiring) c. Recreational Events i. T-Ball and Coach Pitch are in full swing with 14 T-Ball teams and 9 Coach Pitch teams. ii. Summer Camp Registrations have begun. 1. 4 days per week for 7 weeks starting July 8th. d. City Work Program Downtown Beautification Status: continuing with all hanging baskets due for delivery end of May. 3. Questions and Comments: • Director King publicly thanked the YMCA for its support and cooperation with the City of Mount Vernon. • In regards to the YMCA memberships drawing, Councilmember Brocksmith asked the question if we have given any special consideration to people of low income or with disabilities? The overall number of winnable memberships seems low. Are we serving broadly or are we serving a lucky few extremely well? • Director King replied that the City played with several options when it came to the number of memberships with the goal of balancing quantity with cost. A major factor was the cost of one- time joining fees and the impact this would have on total memberships available. The YMCA generously compromised with a special 6 month rate specific to city needs that provided a 50% increase in available memberships while decreasing the impact of the joining fees. The first year provides an opportunity to evaluate the benefit of this approach and determine if any modifications are needed moving forward. The current plan is the result of those considerations. With regard to special considerations, the City focused primarily on ensuring fairness and City of Mount Vernon Finance Committee April 24, 2019 inclusion of all eligible applicants and selected a random selection process to ensure equitable access for all applicants. • Mayor Boudreau reminded council that this model was developed in collaboration with the YMCA therefor we had to keep their wants and needs (capacity, their ability to deliver) in consideration. • Councilmember Hudson expressed support for the current model. • Councilmember Beaton stated that she thinks the proposed plan is fair and addressed Councilmember Brocksmith’s concerns by reminding everyone the YMCA has other programs to give access to low income or disadvantaged individuals including the YMCA Youth Step-Up Program. 4. Finance Department. a. Interfund Loan Ordinance – Director Volesky summarized the request for an Interfund loan between the Equipment Replacement and Reserve Fund to the Parks Fund for an amount up to $400,000 for the purchase of property on Little Mountain Road. i. The ERR Fund has an estimated balance of $6.4m and the utilities fund portion of ERR would be left with sufficient cash balances to accommodate future vehicle and equipment during loan period. ii. Loan to be repaid from Parks and Enrichment Services fund iii. Applying for future RCO grants. If successful, they could be applied toward the loan. iv. City anticipating an estimated $18k per year from rental income. b. Fire Bond - next steps i. Mayor Boudreau – Will address next steps at next council meeting. c. 2018 Governmental Operating Fund Budget Status i. Audit begins May 2nd. Due to reaching the dollar threshold for use of federal funds in 2018, the City will have a Single (Federal) Audit as well. ii. 2018 Financial statements currently under review.
