(required action – motion) (staff contact – Peter Donovan) COMMITTEE MEETINGS Finance and Parks & Enrichment Services 6:00 p.m. Next Ordinance 3782 Next Resolution 962 AGENDA ITEM: A  AGENDA ITEM: B DATE: April 24, 2019 TO: Mayor Boudreau and City Council FROM: Doug Volesky, Finance Director SUBJECT: INTERFUND LOAN FROM THE EQUIPMENT RENTAL FUND TO THE PARKS CAPITAL PROJECT FUND RECOMMENDED ACTION: Staff recommends that Council approve an ordinance authorizing an interfund loan from the Equipment Rental Fund to the Parks Capital Project Fund in an amount not to exceed $400,000, and appropriating said sum for the purpose of providing temporary financing for the purchase of property located at 2773 Little Mountain Road in Mount Vernon. INTRODUCTION/BACKGROUND: On April 10, 2019, City Council authorized the Mayor to enter into a purchase and sale agreement for the acquisition of property located at 2773 Little Mountain Road in Mount Vernon. The property consists of approximately 3.67 acres and includes a single family residential building currently unoccupied. City staff has found that the acquisition of the property is necessary to provide for needed expansion of the City’s Little Mountain Park Footprint. The City and seller have agreed to a total sales price of $365,000 which a full payment is due at the time of closing. FINDINGS/CONCLUSIONS: Staff recommends that City Council establish an interfund loan from the Equipment Rental Fund with proceeds going to the Parks Capital Project Fund in an amount not to exceed $400,000, and appropriating said sum for the purpose of providing temporary financing for the purchase of property at 2773 Little Mountain Road. Staff further recommends establishing the maximum loan amount at $400,000 which allows for a contingency on any closing costs or additional fees. The Equipment Rental Fund will have sufficient cash balances remaining after the loan funds are transferred to the Parks Capital Project Fund to accommodate all future vehicle and equipment replacements during the loan period. The Equipment Rental Fund cash and investment balance at December 31, 2018 is estimated to be $6.4M. The interest rate, which will be 2% per annum, to be charged on the interfund loan is consistent with the City’s current earnings rate (weighted yield) on its investment portfolio, and reflective of what the Equipment Rental Fund would otherwise earn. The ordinance states that the loan will be repaid in full within six years, but no later than December 31, 2025, and further directs the Finance Director to make annual payments of approximately $70,000 from the Parks and Enrichment Services Fund to the Equipment Rental Fund until the loan is paid in full. The City requested a Waiver of Retroactivity from the Recreation and Conservation Office (RCO) to allow costs associated with this acquisition to be eligible for future RCO grants. The waiver was approved and will allow the city to apply for various RCO grants during the next grant cycle. If successful, grant funds may be applied to this loan. The City is also anticipating collecting between $18K and $20K per year for rental income until funding is available for the repurposing of the structure for future park needs. RECOMMENDATION: Staff recommends that Council approve an ordinance authorizing an interfund loan from the Equipment Rental Fund to the Parks Capital Project Fund in an amount not to exceed $400,000, and appropriating said sum. ATTACHED: Ordinance  AGENDA ITEM: C DATE: April 24, 2019 TO: Mayor Boudreau and City Council FROM: Peter Donovan, Project Development Manager SUBJECT: MVHS GRADUATION PARADE STREET CLOSURE REQUEST RECOMMENDED ACTION: Motion INTRODUCTION/BACKGROUND: The Mount Vernon High School graduating class of 2019 will be participating in a parade through downtown Mount Vernon on Friday, June 7, 2019 at noon. Event organizers are requesting a brief street closure to accommodate for the event that is expected to bring hundreds of supporters to the downtown area. Specifically, the street closures include: --W Montgomery Street, from the Riverwalk to S 1st Street; 11am to 12pm, with no parking after 10am --1st Street, from Montgomery to Snoqualmie Street; 11:30am to 12:30pm --All side streets from Main to 2nd Street (Gates, Myrtle, Pine, Kincaid, Broadway, Snoqualmie); 11:30 to 12:30pm FINDINGS/CONCLUSIONS: This event has been planned in conjunction with, and vetted by; MVPD, MV Downtown Association, Mayor’s Office, Parks and Streets Departments. RECOMMENDATION: Staff recommends approval of this street closure request for the 2019 MVHS Graduation Parade ATTACHED: None
