Public Works/Library Committee Meeting June 12, 2019, 6:00 pm Attendees Present: Council Members: Beaton, Brocksmith, Carias, Hudson, Hulst, Moberg, Molenaar Staff Members: Public Works – Bell, Chesterfield, Christen, Hanson, Love; Library – Huffman; Police Lieutenant – Cammock; Project Development Manager – Donovan; Finance Director - Volesky 1. Approval of Public Works Committee Minutes: Councilmember Molenaar moved to approve the minutes from May 8, 2019; Seconded by Councilmember Carias; Carried by all. 2. Library Committee – Isaac Huffman a) Foundation Update Isaac provided information on the Mount Vernon Library Foundation, a nonprofit whose purpose is to support the campaign for a new library building for our community. The Foundation has a new website that includes a donation page making it significantly easier for people to help the cause. The community has stated the number one way to improve library use is to add more collection space; the new library plans to have 20% increase in space for available physical items. b) Outreach Update Isaac noted that staff has begun an outreach program to reach additional residents. To date they have visited Ashley Gardens, Life Care Center, and Mountain Glen resulting in an additional 20 library cards being issued. c) Summer Update The library summer program already has 396 signed up with more expected. The program runs June 1st through August 16th, with the theme for 2019 being “A Universe of Stories”. The focus is on three items: 1) Luna the llama, soon to be in various downtown storefronts for the kids to locate; 2) A full guide for kids in the summer reading program, with a goal of kids reading up to 70 days during the summer; and 3) Community partnerships, with businesses donating gifts for summer reading program incentives. 3. Program Coordination Division – Blaine Chesterfield a) Log Boom – Log Aligners The Street crew installed the log aligners on Monday, May 20, 2019; the log aligners will keep the river front log boom on the river side of the piles during a high river event. At some point in the future it may be possible to add some type of art to the tops of the aligners. June 12, 2019, Public Works/Library Committee Minutes Page 1 of 3  b) Brown & Caldwell Professional Agreement A professional services agreement with Brown and Caldwell for the National Pollutant Discharge Elimination System program (NPDES) implementation and support will be considered later tonight during the council meeting. The contract will be for two years of continued support with annual reporting, dry weather screening, and many other Municipal Stormwater permit requirements. c) Maddox Creek Culvert Removal Project Update The committee received an update on the Maddox Creek Culvert Removal Project. The survey has been completed and design is in progress, the project is currently scheduled for construction during the summer of 2020. 4. Project Updates – Mike Love a) College Way & Riverside Drive Corridor Signal Improvement Bid Schedule The City opened bids for the College Way and Riverside signal corridor improvements on June 11, 2019. This is a complicated project with 12 separate project locations included. There were three bids submitted ranging from $1,449,514 to $1,557,035. b) College Way 30th Street Signal Bid Schedule The City opened bids for the College Way and 30th Street Signal project on June 11, 2019. There were five bids submitted ranging from $473,200 to $603,307. c) 4th Street N / Riverside Drive BNSF RR Crossing Bid Schedule Bids for this project were opened on May 29, 2019, with three bidders ranging from $473,200 to $603,307. All three of the above projects have Federal Hwy funding originally earmarked for the Roosevelt Extension project; however, the funds were redistributed to these projects. Staff discussed the budget amendment needed to fund these projects to augment the existing grant funding. All three project bids are currently under review by WSDOT Local Programs for concurrence prior to bid award. With REET II funding dropping from predictions, Mike Love and Doug Volesky have had to redistribute the construction funding this year, adjusting the revenue to reflect end of year balances. They revised the expenditures based on the three above bids received and added College Way construction costs due to a change in soil conditions. This resulted in a reduced paving program to $300,000 for 2019; the current focus for REET funds will be on the Bakerview Park entrance and upgrades to the Cedardale/Anderson roundabout. Additionally, crews will amp up spot repair with the new paver and increase the thermoplastic program. Remaining REET funds will allow leverages to balance the four main projects overviewed in this meeting. There remains a possibility of additional funds from TIB; however, they have not been secured and are not guaranteed. June 12, 2019, Public Works/Library Committee Minutes Page 2 of 3  d) College Way Widening Under I-5 Granite Construction continues to make progress with construction of the new retaining walls beneath I-5. Work to widen the roadway east of I-5 will begin this month. The black pipe adjacent to Freeway Drive is staged for replacement of the storm pipe. 5. Public Works Director Comments – Esco Bell a) Letter of Map Revision (LOMR) Esco reported the good news that FEMA has received all the data needed from the City and FEMA is proceeding with issuing the Letter of Map Revision that results in the City’s downtown being removed from the 100 year flood. Even so, there will be 90-days of public comment and a month or two of processing before the results are made official. b) Solid Waste Rates Esco provided information about the effect of the County’s tipping fee increase upon solid waste rates in the City. Skagit County’s disposal fee increase from $88 per ton to $96 per ton went into effect June 3, 2019; impacting the Solid Waste Division by approximately $10,000 per month. Disposal rates will increase from $0.28 to $1.04 for 20 to 95 gallon carts and $2.17 to $17.32 for 1 to 8 yard dumpsters. Staff recommends that the costs be passed through as soon as allowable by required processes. 6. Traffic Safety Committee (TSC) Update – Esco Bell The next Traffic Safety Committee is on Tuesday, June 18, 2019. 7. Miscellaneous / For the Good of the Order Councilmember Hulst requested additional discussions be held regarding the purchase of a new ambulance prior to approval at tonight’s city council session, seconded by Councilmember Beaton.
