Mount Vernon Finance Committee Parks & Enrichment Services Committee Minutes June 26, 2019 Present: Councilmembers Beaton, Brocksmith, Carías, Hudson, Moberg, Molenaar Staff present: Doug Volesky, Kevin Rogerson, Bill King, Police Chief Dodd, Peter Donovan 1) Minutes from the May 22nd committee meeting were approved. 2) Parks and Enrichment Services. a) Projects i) Director King gave us on update on the Little Mountain Park Project, The Gillett Property Improvements, Bakerview Road Repave & Sidewalk Project, 25th Street Playground, The Edgewater Park Disc Golf Course, the Sherman Anderson clean up, Art Mural installation at City Hall, de-escalation training for Parks staff, Donor Trail Funding, Ballfield and playground maintenance, and Skatepark study for Bakerview Park. b) Recreation Update i) Director King gave an overview of the many upcoming events happening in the Mount Vernon area. (1) Disc Golf tournament on June 29th at North Edgewater Park. (2) The Fabulous 4th of July Celebration at Edgewater Park. (3) Children’s Art Festival on July 20th at Hillcrest Park. (4) Skyhawks Sports Camp, Arts Camps, and Baby Sitting Classes. ii) Held YMCA Facility Use Program drawing June 17th-24th including a redraw for non- responsive selectees. iii) From January to June volunteer hours total 1,376 hours. c) Encampment Management Update i) Update on the CWP/Solid Waste Encampment Specialist and the progress he has made removing the huge backlog of ‘legacy’ camps and initiating and rigorous inspection process preventing new camps from becoming embedded. ii) As of March all ‘legacy’ camps had been cleared from city owned property. iii) Provided assistance to private property owners bordering parks where encampments have been found; as of now 14 of the 15 encampments have been cleaned up. City of Mount Vernon Finance Committee May 22, 2019 d) CWP Update i) Rebuilt shelter tables at Lions Park. ii) Attendance has declined but CWP participant quality control has improved by being more selective and filtering out the more disruptive candidates. e) Hazmat Issues and Malicious Mischief i) Director King reviewed some instances of the challenges of keeping the parks safe and clean from biohazard clean up to the dumping of 20 gallons of spoiled milk at Lions Park. f) YGAP/Graffiti i) Director King provided an overview on the progress of these programs including the completion of 46 Graffiti work orders and 9 Litter Walks. 3) Finance Department Update by Finance Director Doug Volesky a) 2018 Audit Update i) The 2018 Audit is complete. The City had 3 audits this year. (1) Financial Compliance Audit (2) Accountability Audit (3) Single (Federal) Audit ii) The City is happy to report there were no “findings” with any of the audits. iii) There will be an exit conference next Wednesday, July 3, 2019 at 9:30 a.m. b) 2018 General Fund Working Capital Reserve Update i) Director Volesky presented the 2018 General Fund Working Capital Reserve Review as requested by the council. (1) 2018 actual revenues exceeded budget projections by $740,000.00 and the City was not required to tap into its budgeted General Fund reserves. (2) After expenses, the City finished the year with over $718,000 in new reserves. This put the City at 20% reserves well over the 15% as required by City policy. c) Accounts Receivable Update i) Director Volesky presented an update on Accounts Receivables for all of the Utility accounts. (1) Over all the city has $441,000 in receivables of which $333,000 is over 90 days. (2) The outstanding receivable balance represents less than 2% of annual billings. (a) The low outstanding receivables can be attributed to a new process in finance where delinquent accounts are notified and warned early in the process before a large balance can accrue. City of Mount Vernon Finance Committee May 22, 2019 d) 2020 Budget Calendar i) Added a few extra weeks to the process for management review and extending the date of adoption to November 13, 2019. e) Sales Tax, TBD Revenue, and Real Estate Excise Tax (REET) Review i) Director Volesky presented a brief over view of all three accounts. ii) June tax revenues from all three accounts outperformed this same month in 2018. iii) Sales Tax and TBD Revenue continue to outpace budgeted expectations.
