Attendees Present:
Mayor Boudreau
Council Members: Beaton, Brocksmith, Carias, Hudson, Hulst, Moberg and Molenaar
Staff Members: Development Services – Lowell; Project Planner and Phillips,
Development Services Director, Finance – Volesky, Finance Director, Fire
– Chief Bryce, Library – Huffman, Library Director
Minutes from November 20, 2019 were approved.
1. Development Services 2019 Year in Review
Ms Lowell presented the 2019 Year in Review outlining the Department metrics in Building,
Planning and Engineering along with the Legislative work plan for 2020
Director Phillips reviewed the Capital Facility Renewal Plan for 2020.
2. Affordable Housing Work Plan
Ms. Lowell discussed next steps for the Affordable Housing program. She further discussed
the Economic Study update, WA State HB 1923 Grant Funding, and code amendments that
will allow duplexes on all corner lots. The program will take a significant amount of staff
initially and for monitoring year after year. At this time no projects have been submitted
using the density bonuses of the Affordable Housing Code.
3. Council Retreat
Mayor Boudreau led a robust discussion with City Council on the following topics:
a. Fire Station #1 construction bond and site plane development,
b. Library Commons Project, and
c. Downtown parking strategies.
Mayor and City Council expressed their desire to continue discussions on all three topics
during future Public Safety and Development Service Committee meetings.
The meeting was adjourned at 9:17 p.m.

PLEASE TAKE NOTICE that the Mount Vernon City Council is changing the start
time of the Development Services Committee meeting on Wednesday, February 19, 2020.
The meeting will begin at 5:30 p.m. and will be held in Council Chambers at the
Police/Court Campus 1805 Continental Place, Mount Vernon, WA. The purpose of this
meeting is to discuss items listed on the attached agenda.
