June 2, 2021 PUBLIC SAFETY COMMITTEE MEETING Attendees: Council Members: Chair Person Mark Hulst, Melissa Beaton, Mary Hudson, Richard Brocksmith, Gary Molenaar, Iris Carias City Representatives: Mayor Jill Boudreau, Police Chief Chris Cammock, Fire Chief Bryan Brice, Assistant Fire Chief Bryan Harris • Called to Order: 6:00 PM • Order of Business: o Decision to waive the approval of previous meeting’s minutes as no minutes had been available • Fire Chief Bryan Brice presented two items: o Apprised about the pop-up COVID vaccination clinics  The Skagit County Fair is returning this year and the vaccination site at the fairground will be closing on 06/26  Pop-up clinics will open at locations in the city during June • June 1 in Pine Square had 17 people stop by for vaccinations • June 4 at Skagit Valley College Drive in Movie night 8pm – 10pm • June 8 in Pine Square, 11am – 4 pm • June 19 at Mount Vernon Farmer’s Market, 8am - noon o Updated the committee of the plans for Fire Stations 2 & 3.  Cost estimates are expected to be in on 06/22.  At this time, the project is four weeks behind the original projected time.  Slides overview of the design areas were shown with a walkthrough of the updated areas. • Police Chief Chris Cammock o Police reform legislation update  100 bills passed that affect policing  A packet explaining top legislative issues was distributed and Chief Cammock briefed the committee of the changes and effects of those issues.  Public expectation for police related to police service call response will change with new mandates.  Additional costs are anticipated for equipment and programs to meet the legislative intent. o Hiring/personnel update  One rehire started earlier today  One recruit will be graduating academy in July  Two candidates are in the background phase of hiring o There has been an uptick in weapon offenses in the city/county  Three weapons offense investigations in the city  Investigators are coordinating efforts with other agencies, making good progress. Three Gang Resource Officer positions have been restored. This is one part of the Department’s strategy for addressing gang subculture issues in the community. o Outreach services  Recently met with Skagit County Public Health to discuss experiences with service gaps when providing homeless outreach. They responded committing $200,000 per year for 2 years to provide contracted mental health services for outreach coordinators to refer which in this form wasn’t currently available.  An internal workgroup has been established to look ahead at how Outreach Services needs to grow or change to maintain its effectiveness. Details regarding their research and recommendations will be brought to a future meeting.  Service model will include services for substance abuse, mental health, and basic treatment o Updated the committee that work is continuing regarding the Command Vehicle project however responding to legislative changes and internal promotions, transfers and transitions have taken away time from this project. • Good of the order o Nothing at this time • Meeting Adjourned: 7:22 PM
