Development Services Committee Meeting Jun e 1 6, 2 020 Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carias, Hudson, Hulst, Molenaar, Morales Staff Members: Development Services – Phillips, Mayor’s Office - Peter 1. Commercial and Residential Project Update – Director Phillips provided an update on two projects in the historic downtown: 514 South 1st Street and 508 South 2nd Street; multiple projects on the Skagit Valley College Campus; Visconsi site: Wendy’s and Skagit Valley Hospital Medical Facility; and a few Multi-Family Residential projects: Taylor Street and 21st Street projects. 2. SmartGov Portal Parcel Search Demonstration & Discussion: Director Phillips presented a very brief PPT slideshow and then provided a “how to navigate” SmartGov parcel demonstration which included a status overview of the following terms: Pending, In Review, Returned for Revisions, Ready to Issue, Permit Issued and Finaled. 3. Development Services Staff Request: Associate Planner: Director Phillips provided a Workflow Analysis/justification/findings, Staff Recommendation and DS Staff results. All CM’s recommended presenting this staff request at the June 23, 2021 Council Meeting for official Council vote. 4. Affordable Housing Council Discussion: An impromptu Affordable Housing Work Plan discussion ensued between CM’s, Mayor and Director Phillips. The Council discussed a variety of topics that related to infill, sub-area plans, possible code amendments and mixed-use development. Director Phillips noted that the Hovee Land Needs Analysis Study RFP would be out for bid in mid-August, once the Shoreline Master Plan Update edits were completed by City Staff and were scheduled for Planning Commission and City Council meetings. The meeting was adjourned at 8:37 p.m.
