City of Mount Vernon City Council Meeting Minutes June 23, 2021 Mayor Boudreau called the meeting to order at 7:05 p.m. Present: Councilmembers, Brocksmith, Carías, Hudson, Hulst, Molenaar and Morales Absent: Councilmember Beaton (excused) Staff Present: City Attorney Rogerson, Finance Director Volesky, Project Development Manager Donovan, Development Services Director Phillips, Capital Programs Manager Bullock, Engineering Services Manager Chesterfield, Police Chief Cammock, Parks and Enrichment Services Director Berner, and Human Resources Director Keator Citizens Present: 2 CONSENT AGENDA A. Approval of June 9, 2021 Regular Council Meeting Minutes B. Approval of June 18, 2021 payroll checks numbered 110789 – 110809, direct deposit checks numbers 82729 - 82955, and wire transfers numbered 985 – 989 in the amount of $1,199,725.31. C. Approval of June 23, 2021 Claims numbered 14188 - 14195, and 14202 – 14345 in the amount of $1,315,543.53. Councilmember Brocksmith moved to approve Consent Agenda Items A-C. Motion seconded by Councilmember Carías. Motion carried 7-0. REPORTS A. Finance & Parks and Enrichment Services – see committee minutes for details. B. Community Comments – none C. Councilmember Comments • Councilmember Brocksmith gave a synopsis of the first meeting of Skagit Housing Coalition. The next meeting is scheduled at 1:00 pm on July 20, 2021. • Councilmember Morales wished fathers a Happy Father’s Day. • Councilmember Morales thanked the Mount Vernon Fire Department for the invitation to attend a live fire training. Mount Vernon City Council June 23, 2021 Page 2 of 5 • Councilmember Morales congratulated the 2021 Skagit Valley College graduates. D. Mayor’s Report • Mayor Boudreau provided a Pop-Up Vaccine Clinic update and recognized the Public Health staff for their work during the pandemic • Mayor Boudreau announced that the July 4th Fireworks Show will take place at Edgewater Park at 10:00 pm. Fireworks stands will open June 28, 2021 and will sell legal fireworks only. Legal fireworks may be discharged in the City from noon to midnight on July 4th. Mayor Boudreau strongly discouraged the use of illegal fireworks. E. Committee Agenda Requests - none NEW BUSINESS A. Legislative Update: Mr. Donovan introduced Senator Lovelett and Representative Alex Ramel. Mayor Boudreau acknowledged the City Champion Awards received by Ms. Lovelett and Mr. Ramel and thanked them for their attendance. Ms. Lovelett and Mr. Ramel addressed a number of topics including public health, economic impacts, climate crisis, racial injustice, budget priorities, capital investments, early childhood education, childcare, the transportation budget, affordable housing, and criminal justice reform. Councilmembers commented on the following topics: mental health, long- term care payroll tax and housing assistance. Mayor Boudreau asked that legislature look at law enforcement accountability versus mental health and focus on the issue from the mental health side. Mount Vernon Police Department has been proactive and is developing a plan for a layered Police response in the City. B. Approval of IAFF Local 1983 Battalion Chiefs Collective Bargaining Agreement: Ms. Keator requested approval of the 2021 IAFF Local 1983 Battalion Chiefs Collective Bargaining Agreement. The highlights of the contract include a cost-of-living adjustment, language clean-up and longevity calculation. Councilmember Hulst moved to authorize the Mayor to enter into the 2021 IAFF Local 1983 Battalion Chiefs Collective Bargaining Agreement. Motion seconded by Councilmember Morales. Approval of Interlocal Agreement with Skagit County for Community Court: Mr. Donovan requested approval of an interlocal agreement with Skagit County to administer Community Court for the City. Community Court provides services to treat the underlying causes of some low-level misdemeanor criminal behavior rather than traditional punishment. Under the terms of the two-year agreement, the City will pay Skagit County $1,359.70 per month for the service. Councilmember Morales moved to authorize the Mayor to enter into an agreement with Skagit County for the administration of Community Court. Motion seconded by Councilmember Molenaar. Motion carried 6-0. D. Approval of Agreement with OpenGov: Mr. Volesky requested approval of an agreement with OpenGov for budgeting and financial reporting software. The software will provide staff with a comprehensive web-based budgeting system. The total cost of the five-year agreement is $260,555. Councilmember Morales move to authorize the Mayor to enter into an agreement with OpenGov for budgeting and financial reporting software in the amount of $260,555. Motion seconded by Councilmember Hulst. Motion carried 6-0. E. Public Hearing – 2022-2027 Six-Year Transportation Improvement Program: Mr. Bullock requested approval a resolution adopting the 2022- 2027 Six-Year Transportation Improvement Program. Mr. Bullock reviewed the updates that have occurred since the approval of the 2021-2026 plan. Mayor Boudreau opened the public hearing. Hearing no comments, Mayor Boudreau closed the public hearing. Councilmember Hulst moved to approve Resolution 995 adopting the 2022-2027 Six-Year Transportation Improvement Program. Motion seconded by Councilmember Hudson. Motion carried 6-0. F. Amendment to Agreement with Puget Sound Energy: Mr. Bullock requested approval of an amendment of agreement 3948 to update the tariff rates for the Kulshan Trail Safety Lighting Project. Councilmember Carías moved to authorize the Mount Vernon City Council June 23, 2021 Page 4 of 5 Mayor to enter into an amendment to an agreement with Puget Sound Energy for the Kulshan Trail Safety Lighting Project. Motion seconded by Councilmember Morales. Motion carried 6-0. G. Approval of Agreement with Transpo Group: Mr. Bullock requested approval of an agreement with Transpo Group for engineering and design services for the Hoag/LaVenture Intersection Improvements Project in the amount of $206,638. Councilmember Hudson move to authorize the Mayor to enter into an agreement with Transpo Group in the amount of $206,638. Motion seconded by Councilmember Morales. Motion carried 6-0. H. Approval of Agreement with Brown and Caldwell, Inc.: Mr. Chesterfield requested approval of an agreement with Brown and Caldwell, Inc. for program development and implementation for the City’s National Pollution Discharge Elimination System (NPDES), Phase II Municipal Stormwater Permit. The total cost for the two-year agreement is $185,325. Councilmember Molenaar move to authorize the Mayor to enter into an agreement with Brown and Caldwell, Inc. for the NPDES, Phase II Municipal Stormwater Permit in the amount of $185,325. Hulst Motion carried 6-0. I. Approval of Associate Planner Position: Mr. Phillips requested approval of the creation and funding of an Associate Planner position in the Development Services Department. Councilmember Hulst moved to approve the creation and funding of an Associate Planner position. Motion seconded Councilmember Morales. Motion carried 6-0. The meeting was adjourned into Executive Session at 8:44 p.m. for a period of fifteen minutes to discuss matters relating to the selection of a site or acquisition of real estate for lease or purchase when public knowledge of the discussion is likely to result in increased price.
