Mount Vernon Finance Committee Parks & Enrichment Services Committee Minutes June 23, 2021 Councilmember Hudson called the meeting to order at 6:00 p.m. Present: Mayor Boudreau, Councilmembers Brocksmith, Carías, Hudson, Hulst, Molenaar, and Morales Staff present: Finance Director Volesky, Parks & Enrichment Director Berner, and Project Development Manager Donovan Citizens present: 3 1. Meeting minutes from May 26, 2021 were approved. 2. Finance Update Finance Director Doug Volesky gave an update on the following: • OpenGov Budgeting Software o City is interested in purchasing budgeting and reporting software. o Discussed all the features and benefits including a better solution for budget process automation, personnel cost forecasting, managerial reporting, and public transparency reporting. o Staff will be asking Council for approval of the contract tonight for a total 5-year contract price of 260,555. • Local Fiscal Recovery Funds (ARPA) Planning Update o City’s allocation is $9,053,048. Received half or $4,526,524 already. o Guidance is now available, and the City reviewed with Council a draft spending plan for the funds. o They also discussed the collaboration effort with Skagit County and surrounding Cities on the use of these funds in the most efficient manner. o The draft spending plan included funding for:  Staff salary devoted to COVID-19 pandemic effects  Revenue Replacement  Information Services and Technology  Fiber Optic System  TV10  General Facilities improvements City of Mount Vernon Finance Committee June 23, 2021  Support for the Court System  Human Resources  Communications to our residents, and  Service level restoration • 2021 Revenue Update on a few of the City’s main revenue sources – collected thru June o Sales Tax – $4,230,165 or 57% of the budgeted annual amount. o Traffic Benefit District (TBD) – $993,690 or 62% of the budgeted annual amount. o Real Estate Excise Tax (REET) - $1,034,150 or 89% of the budgeted annual amount. 3. Parks and Enrichment Services Update Parks and Enrichment Services Director Jennifer Berner gave an update on the following: • 25th Street Playground Install Update o If all goes as planned should be open to the public the end of July o Dedication ceremony will be coordinated for a later date in August or September • 4th of July Fireworks Show o Edgewater Park will open at 8:00pm o Fireworks show at 10/10:15pm o Media campaign is underway informing people of the event and how to celebrate safely and legally if they are celebrating at home. • Recreation Update o 257 youth enrolled in sports camps o 226 preschoolers enrolled in Little Kickers Soccer League o Volunteer Work Party at Kiwanis this Saturday – 9:30am – Noon o July 2nd – Independence Day Drive-in Movie at Skagit Valley College • Little Mountain Bike Skills Park o Nearing completion of the first phase of trails and bike skills zone o Preparing for Grand Opening Celebration for late August 4.
