Public Works/Library Committee Meeting October 13, 2021, 6:00 pm Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carías, Hudson, Hulst, Morales, Molenaar Staff Members: Public Works – Phillips; Library Director – Huffman; City Attorney – Rogerson; Project Development Manager – Donovan; Development Services – Rebecca Lowell, Alan Danforth 1. Approval of Public Works Committee Minutes: Councilmember Hudson moved to approve the minutes from September 13, 2021; Seconded by Councilmember Molenaar; Carried by all. 2. Library Updates – Isaac Huffman Council was informed of new library hours. 3. Project Updates – Chris Phillips Chris Phillips briefed Council on an Interlocal Cooperative Agreement with Skagit PUD for the Freeway Drive Improvements Project and on the 2021 Sanitary and Storm Sewer Lining bid award. Both items are on Council Agenda for approval. 4. Transportation Division Updates – Jason Brickley Jason Brickley provided an overview of the City’s Sidewalk Replacement program and talked about some of the small project work that has been accomplished with the paver. Council requested Public Works provide a description of the Sidewalk Programs, funding source, and planning matrix. 5. 2022 Budget Discussions – Doug Volesky Doug Volesky and department heads completed the preliminary 2022 budget presentation to City Council. 6. Miscellaneous / For the Good of the Order Rebecca Lowell and Alan Danforth provided an overview of easement and traffic/parking options that related to the Banner Bank Building located across from City Hall. The meeting adjourned at 6:00 pm, recessed at 6:55 pm, reconvened at 7:57 pm, and adjourned at 8:35 pm.
