CITY COUNCIL DEVELOPMENT SERVICES COMMITTEE MINUTES MARCH 16, 2022 The meeting was called to order by Councilmember (CM) Beaton at 6:00 p.m. PRESENT: CMs Beaton, Brocksmith, Carías, Hulst, Morales and Molenaar. STAFF PRESENT: DS Director Phillips, Planning Manager Lowell and Project Development Manager Donovan, Chief Chris Cammock, Chief Brice, Chief Harris, Parks Director Berner, Finance Director Volesky, HR Director Keater, IS Director Thomas CITIZENS PRESENT: 0 A. Approval of February 17, 2022 Meeting Minutes CM Hulst moved to approve the January 19, 2022 meeting minutes. Motion seconded by CM Morales. Motion carried 6-0. B. North Star Project Presentation – County Commissioner Browning / HHS Director Jennifer Johnson County Commissioner Browning introduced the salient point s of the NorthStar Project. HHS Director Johnson provided a comprehensive North Star Project brief that sought to address the root causes of homelessness, mental/behavioral health and community health needs. She stated that the county and cities must utilize a collaborative effort to address these issues to ensure alignment of visions to maximize community impact throughout the valley. She briefly discussed a variety of funding mechanisms and briefly provided the overarching phased approach recommended to accomplish these tasks. The County will provide periodic progress updates. C. Classification and Compensation Study – HR Director Erin Keator HR consultant provided an executive brief on the Classification and Compensation study. He described in detail the process utilized that included employee Personnel Questionnaire, individual employee interviews, supervisor interviews and follow-up questions with various Directors. Next, he discussed how pay ranges were determined and implementation strategies. There was a robust Q&A between City Council and the consultant. The next step for City Council is to decide on an implementation strategy. D. Project Updates – Planning Manager Rebecca Lowell Planning Manager Lowell presented project updates on the following: High Point Estates, Waugh Road Townhomes, and Polaris / New RV Storage facility. E. Public and Downtown District Code Amendments – Planning Manager Rebecca Lowell Planning Manager Lowell presented an overview of MVMC Amendments that included updates to Chapter 17.30 Public District, Chapter 17.45 Downtown District and Chapter 17.84 Parking and Loading Chapter. F. HB 1406 Discussion – Project Development Manager Donovan Project Development Manager Donovan briefly discussed the attributes of HB1406. City Council instructed him to develop a formal application process for funding consideration.
