Street bridge.

• Councilmember Brocksmith announced that the Kiwanis Salmon
BBQ is taking place this year at Hillcrest Park on Fridays,
Saturdays, and Sundays April 1 – May 1, 2022.
• Councilmember Hulst addressed the comment made during
community comments clarifying that the City does not own the
Division Street Bridge and cannot maintain the bridge. The Bridge
is owned by the State of Washington.
• Councilmember Morales addressed a drug arrest that took place
recently.
E. Committee Agenda Requests
• Councilmember Beaton requested a discussion of providing a digital
viewing of future July 4th fireworks displays.
NEW BUSINESS
A. Approval of Agreement – Wilson Engineering, LLC: Mr. Bullcok
requested approval of an agreement with Wilson Engineering, LLC to
provide design, plans, and specification for the 2nd and Gates and 6th
and Lawrence Intersection Improvements Projects.
Councilmember Morales moved to authorize the
Mayor to enter into an agreement with Wilson
Engineering, LLC to provide design, plans and
specifications for the 2nd and Gates and 6th and
Lawrence Intersection Improvements Projects in the
amount of $44,196. Motion seconded by
Councilmember Hudson. Motion carried 7-0.
B. Approval of Street Closure Request: Ms. Berner requested approval of a
Mount Vernon City Council

street closure request submitted by the Mount Vernon Downtown
Association (MVDA) for the closure of downtown streets from April 15 -
to April 17, 2022 for the 2022 Tulip Festival Street Fair.
Councilmember Hudson moved to approve the
closure of downtown streets for the 2022 Tulip
Festival Street Fair taking place April 15-17, 2022.
Motion seconded by Councilmember Morales. Motion
carried 7-0.
C. Approval of Agreement – Association of Washington Cities: Ms. Berner
requested approval of an agreement with the Association of Washington
Cities (AWC) for Summer Experiences & Enrichment for Kids (SEEK)
grant funding provided by the Washington Office of Superintendent of
Public Instruction for free summer recreation programs. The grant will
provide funding for Leaders In-Training and Supervised Playground
programs.
Councilmember Beaton moved to authorize the
Mayor to enter into an agreement with AWC to
receive SEEK grant funds in the amount of $42,250.
Motion seconded by Councilmember Morales. Motion
carried 7-0.
D. Approval of Agreement – Western Display Fireworks, Ltd.: Ms. Berner
requested approval of an agreement with Western Display Fireworks,
Ltd. to provide the July 4th fireworks display.
Councilmember Hulst moved to authorize the Mayor
to enter into an agreement with Western Display
Fireworks, Ltd. to provide the July 4th fireworks
display in the amount of $15,000. Motion seconded
by Councilmember Morales. Motion carried 7-0.
E. Approval of Agreement – Mount Vernon Police Services Guild: Ms. Keator
requested approval of the 2021 – 2022 Collective Bargaining Agreement
(CBA) with Mount Vernon Police Services Guild for Non-Commissioned
staff. The agreement includes updates to work schedules, vacation
accrual, VEBA contributions, disability hours, health club reimbursement,
and cost of living adjustments.
Councilmember Hulst moved authorize the Mayor to
enter into the 2021 – 2022 CBA with the Mount
Vernon Police Services Guild for Non-Commissioned

staff. Motion seconded by Councilmember Morales.
Motion carried 7-0.
F. Approval of Ordinance – Solid Waste Rates: Mr. Phillips requested
approval of an ordinance setting solid waste collection rates effective
June 1, 2022. The rate schedule includes the elimination of 20-gallon
carts and a four-year phase in of rates for 35-gallon carts to reach cost-
of-service.
Councilmember Hulst moved to adopt Ordinance
3845 setting the rates for solid waste collection.
Motion seconded by Councilmember Beaton. Motion
carried 7-0.
G. Ratification of Mayoral Proclamation: Mr. Donovan requested the
ratification of a Mayoral Proclamation of Termination of Civil Emergency
that was enacted March 11, 2020 in response to the COVID-19
Pandemic.
Councilmember Morales moved to ratify the Mayoral
Proclamation of Termination of Civil Emergency.
Motion seconded by Councilmember Beaton. Motion
carried 7-0.
The meeting convened into Executive Session at 7:51 for a period of five
minutes to discuss with legal counsel matters relating to the selection of site
for lease or purchase when public knowledge would cause a likelihood of
increased price and to discuss matters of enforcement action, litigation, or
potential litigation when public knowledge of the discussion would likely cause
adverse legal or financial consequence to the agency. No action will be taken
following the Executive Session.

RECOMMENDED ACTION:
Staff recommends entering into a Professional Services Agreement with Wilson Survey & Engineering for
engineering and design services for the 2nd and Gates and 6th and Lawrence Intersection Improvement
Projects.
INTRODUCTION/BACKGROUND:
2nd and Gates: This project will adjust bulb-outs to improve vehicular movement through the
intersection. The work includes associated ADA upgrades, utility work, pavement marking removal and
new channelization markings.
The design and construction of this project is funded through a grant the City received from HSIP (Safety
Program) for $67,800.
Design costs not to exceed $14, 932.00.
6th and Lawrence: This project will remove existing asphalt and concrete roadway, reshape the
roadway, install new curbs and gutters and improve ADA ramps.
Design costs not to exceed $29,264.00.
FINDINGS/CONCLUSIONS:
Wilson is an engineering design firm and was selected from the consultant’s roster through MSRC. The
scope and fee for these design services is not to exceed a total of $44,196.
RECOMMENDATION:
Motion to approve authorization for the Mayor to execute a contract with Wilson Survey & Engineering
for engineering design services on the 2nd and Gates Intersection and 6th and Lawrence Intersection
Improvement Projects, in an amount not to exceed $44,196.

SUBJECT: STREET CLOSURE REQUEST FOR TULIP FESTIVAL STREET FAIR
RECOMMENDED ACTION:
Staff recommends Council approve the Street Closure Request for the 2022 Tulip Festival Street Fair.
INTRODUCTION/BACKGROUND:
The Mount Vernon Downtown Association (MVDA) is planning a Street Fair from Friday April 15th to
Sunday April 17th, that will take place along South 1st Street, between Broadway and West
Kincaid. The MVDA is requesting closure of nearby streets to accommodate the proposed event
location.
FINDINGS/CONCLUSIONS:
For the safety of all event participants and spectators, the MVDA is asking for closure of downtown
streets beginning Thursday April 14th at 3:00pm and reopening upon conclusion of the event, around
8:00pm on Sunday April 17th.
RECOMMENDATION:
Staff recommends the approval of the Street Closure Request for the 2022 Tulip Festival Street Fair.

SUBJECT: SEEK (SUMMER EXPERIENCES & ENRICHMENT FOR KIDS) GRANT AGREEMENT
RECOMMENDED ACTION:
Staff recommends Council approve the Mayor to enter into the grant agreement with Association of
Washington Cities (AWC) through the Washington Office of Superintendent of Public Instruction (OSPI).
INTRODUCTION/BACKGROUND:
Staff applied for and received $42,250 from the SEEK Grant to provide two (2) new free recreation
programs for youth and teens this summer. The goals of the SEEK Grant were to provide funds for
programs that prioritized activities that promoted students connecting socially with their classmates,
encourage students to engage in physical activity, and support families who have struggled with
childcare needs.
1. Leaders In-Training Program ($20,200) - Provide teens an opportunity to explore and gain experience
in leadership and community engagement. Teens will participate in 5-days of training leading up to the
summer season for their practical application by volunteering as teen assistants at summer youth
recreation programs and events.
2. Supervised Playground Program ($20,050) - Provide a safe drop-in program for youth at
neighborhood parks on a regular schedule. The goal is to increase participation in outdoor recreation
opportunities for youth. Making the program easily accessible by offering in neighborhood park
locations, with predictable schedules and a drop-in structure allows youth to participate in planned
activities or just check out equipment such as board games and basketballs.

SUBJECT: NON-COMMISSIONED POLICE GUILD COLLECTIVE BARGAINING AGREEMENT
RECOMMENDED ACTION:
Staff recommends that Council authorize the Mayor to sign the Non-Commissioned Police Guild
Collective Bargaining Agreement for January 1, 2021 through December 31, 2022.
INTRODUCTION/BACKGROUND:
The Non-Commissioned Police Guild collective bargaining agreement expired on December 31, 2020.
The City and the Guild negotiated a two-year agreement.
FINDINGS/CONCLUSIONS:
Two-year agreement
Agreed to allow Animal Services Officer, Community Services Officer, and the Park Ranger to work a
9/80 schedule on a trial basis.
Adjusted vacation accrual from 6.67 hours to 8 hours for years 0 to 5.
Moved from a Notional HRA contribution to a VEBA contribution for employees on the HD medical plan
Increased Park Ranger disability hours (80 to 120).
Modified health club reimbursement
Agreed to a 3% cost of living adjustment for both 2021 and 2022.
Agreed to a wage reopener upon completion of the classification and compensation study.
RECOMMENDATION:
Staff recommends that Council authorize the Mayor to sign the Non-Commissioned Police Guild
collective bargaining agreement for January 1, 2021 through December 31, 2022.

SUBJECT: ORDINANCE TO CHANGE SOLID WASTE SERVICES RATES
RECOMMENDED ACTION:
Staff recommends that Council adopt the attached ordinance amending Section 8.12.120 of the
Mount Vernon Municipal Code which will revise solid wasete rates effective June 1, 2022.
INTRODUCTION/BACKGROUND:
The City’s collection rate method has not been updated since 2012. Bell and Associates performed a
Solid Waste Rate Study to develop a utility rate that generates the necessary revenue to fund the
utility’s operations and maintenance, capital, and debt service payments. The rate study analyzed the
revenue requirement, cost of service, and design a rate structure.
FINDINGS/CONCLUSIONS:
A four-year phase in to reach the cost-of-service rates for cart collection service was proposed.
Small carts will be increased because the current rate is below the cost of service.
Non-Senior customers in the 20 gallon cart will be converted to a 35 gallon cart in July 2022.
Rates for 65 / 95 gallon cart customers will remain unchanged over the next five years.
A Public Hearing notice was published on February 23, 2022, and March 2, 2022. No comments were
received.
RECOMMENDATION:
Staff recommends that Council adopt an ordinance revising solid waste service rates to be effective June
1, 2022.

SUBJECT: RATIFICATION OF EXECUTIVE PROCLAMATION
RECOMMENDED ACTION:

INTRODUCTION/BACKGROUND:
On March 11, 2020, Mayor Boudreau exercised the emergency powers granted to her by RCW Chapter
38.52 and MVMC Chapter 2.40; to declare a civil emergency due to the outbreak of COVID-19 and the
subsequent potential for rapid transmission throughout the city. At the time, there was a significant and
imminent threat to the life and health of Mount Vernon residents.
FINDINGS/CONCLUSIONS:
In recent weeks, a sharp decline in the spread of the COVID-19 virus has had a corresponding positive
impact on available hospital beds, and a reduction in COVID-related deaths. The Governor of
Washington State has lifted a number of restrictions, to include mask mandates.
At this time, the same factors that led to the proclamation of the emergency are not imminent. The
Mayor has determined that with this change of circumstances the emergency declaration should be
terminated.
RECOMMENDATION:
Council ratification of the March 21, 2022 Mayoral Proclamation of Termination of Civil Emergency
