Meeting Minutes: March 23, 2022

1. Approval of meeting minutes from February 23, 2022
2. Parks and Enrichment Services – Jennifer Berner
a. YMCA Hoag Rd. Facility Agreement
i. Staff provided Council with brief timeline and history up to current status of
how best to deplete outstanding balance of $55,312
1. Council agreed for staff to follow up with the YMCA and distribute gift
certificates for membership to deplete the $55,312 balance.
2. Staff will work with the YMCA on getting the gift certificate program
set up and distributed.
ii. Staff is working with Mayor, Council and YMCA on determining if there is a
future agreement and if so, what that may look like.
1. Council asked staff to research the options for looking at the need for
providing childcare options for Mount Vernon residents.
2. Council asked staff to help us understand why the YMCA was not able
to determine who is a Mount Vernon resident and who is not.
b. Park Improvement Celebrations/Dedications
i. Staff informed Council they were looking at Sat. April 30 as the celebration
date for the Little Mountain Improvements. It was brought up that a
volunteer event was planned for this date, so staff will look at another date
for the Little Mountain Celebration.
ii. 25th Street Playground – Coordinating with Kiwanis – Possible date of May 14
c. Edgewater Park Restoration Work
i. Staff is working on many projects associated with Edgewater Park to help
develop ongoing positive use.
ii. Projects include:
1. Six - Family Fun Night Events in coordination with our Police
Department and Library.
2. Partnering with Skagit Fisheries on a grant they received to improve
the riparian buffer along the river to gain better trail use and visibility.
3. Coordinating efforts between the City, County, and adjoining
property owner for encampment cleanup efforts.
4. Staff is working on developing a scope of work for the electrical panel
upgrades at Edgewater Park. The upgrades are needed for better
security, aesthetics, and operations for events.
5. Staff is working with Dr. Lyndon Lee to develop a long term
maintenance and access plan for Edgewater Park.
d. Pitch in For Parks – Volunteer Opportunities
i. March 12 staff and volunteers planted over 200 Western Red Cedar trees at
North Lions Park
ii. There are volunteer projects planned throughout the spring and summer
months, the Recreation Activity guide has all the details, dates, and locations.
e. Recreation Update
i. The new first ever Spring/Summer Parks and Enrichment Services Activity
Guide was mailed out to all households in Mount Vernon and is being
delivered to a variety of locations throughout the Valley – Chambers,
Libraries, Pre-schools, local businesses, etc.
1. Staff has received many positive comments on the Activity Guide.
ii. Recreation programs are currently running, with a variety of programs
planned for this spring and summer.
iii. New programs include a Leaders In-Training program for teens, Nature
Camps and a Supervised Playground program to occur at Bakerview and
Edgewater park this summer.
f. Events Update
i. Staff informed Council events were back and staff is busy planning six (6)
Family Fun Nights, the 4th of July Fireworks Display, the Youth Arts Festival in
August, and three (3) Drive-in Movies for this spring and summer!
g. Staff informed Council that Sean Corcoran was promoted to the Parks Operations
Supervisor position. Sean has been with the Department for 16 years and was the
Parks Grounds Foreman. Currently recruiting for a Parks Maintenance Foreman
position and parks and recreation seasonal positions.
