06/01/2022 PUBLIC SAFETY COMMITTEE MEETING Attendees: Council Members: Chair Person Mark Hulst, Melissa Beaton, Richard Brocksmith, Mary Hudson, Gary Molenaar, Juan Morales City Representatives: Fire Chief Bryan Brice, Project Development Manager Peter Donovan, Lieutenant Mikel Moore, Assistant Fire Chief Bryan Harris, Library Director Isaac Huffman, Finance Director Doug Volesky, Parks Director Jennifer Berner, Public Works Director Chris Phillips, City Attorney Kevin Rogerson • Called to Order: 6:00 PM • Order of Business: o Motions to approve meeting minutes from May 4, 2022. o 1st Councilmember Beaton, 2nd Councilmember Carias o Minutes adopted. • Fire Chief Bryan Brice presented an apparatus update regarding a new ladder truck o Build time was 18 months, but now is around 24 months.  There have been problems with supply and demand and shipments. o $1.468 million was approved previously in the budget. The cost estimates have now gone up to $1.5 million. o The bid is good for 90 days.  There is a discount of $42,000 if we pay the entire amount upfront • There has been a trend in the industry to pay upfront.  Metal costs are up across the board. o Pierce Manufacturing is the chosen vendor  The city has purchased equipment from them before and we have a long track record with them. o If Council is amenable with moving forward on the project, a proposal will be brough to the second Council meeting in June. • Fire Chief Bryan Brice also gave an update regarding the Fire Station construction bid. o There were three responsive bidders and all three bids were close together.  Low bid was $4.317 million by Trico • Builder would be able to start in July.  High bid was $4.959 million by Valdez  In 10/2021, an estimate of $4.088 million was given for the project. o Councilmember Hulst questioned if the bid was for Station 3 only and when the payment was due. Would a bond be for both stations and when would Council have to issue the bond to move forward?  The bid is for Station 3 only.  Payments would be incremental.  The bond could be for both or separately.  Finance Director Doug Volesky stated that if the city could upfront the costs and do a reimbursement resolution and then pay the city back.  o Councilmember Brocksmith requested a memo with financing options and numbers. Also requested a copy of the bids and final designs for perusal. • Fire Chief Brice presented a request from Skagit 911 regarding the update of the Interlocal agreement o Skagit 911 has requested a verbiage amendment to the Interlocal to allow a ballot request for an additional 1/10 of 1% of taxes o All involved parties of the Interlocal must agree to allow the verbiage amendment or it will not be changed.  If all agree, the request for another 1/10 of 1% may be put onto the ballot for voters to decide. • 1/10 of 1% = approximately $3 million. o Multiple questions regarding what the funds would be used for. o Councilmember Hulst requested someone from Skagit 911 to come and explain what the double revenue would go towards. o Fire Chief Brice will request someone from Skagit 911 to come to a future council meeting. • Police Lieutenant Moore gave a proposal on the joint MVPD and MVFD command vehicle o The vehicle will be a unified command vehicle between MVFD and MVPD. o Multiple photos were shown of command vehicles with other agencies.  Research was done on what does and does not work for our needs. o Production time has gone from 12 months to 18 months now.  Most of the wait time is to get a chassis. o Costs projected to be between $550k - $625k. o The two major vendors are LDV and Nomad GCS. o Uses for this vehicle are different from the Crisis Negotiation vehicle currently in the fleet. o There would be logistical issues with partnering with agencies outside of the city. • Parks Director Jennifer Berner PUD Fields Discussion Update o Update of PUD fields o Tried to locate additional property, but there aren’t lots available. o PUD suggested the school District fields at Mount Baker Middle School.  The fields need to be rehabilitated, PUD to pay for this work.  City would maintain the fields and schedule/rent the fields for all time outside of the school district use.  City would keep the money from the rental of the fields to help offset the cost of maintenance. o Proposing a conversation with the school district regarding this option. o Another option would be to look at a cash buy-out for the PUD fields, but PUD may have to raise their rates to come up with the funds. o A third option would be to deny PUD’s plans to move forward. • Meeting Adjourned: 7:03 PM
