Public Works/Library Committee Meeting June 8, 2022, 6:00 pm Attendees Present: Mayor Boudreau Council Members: Beaton, Brocksmith, Carias, Hudson, Molenaar, Morales Staff Members: Public Works – Bullock, Chesterfield, Phillips; Special Projects Manager – Donovan; City Attorney – Rogerson; Finance Director – Volesky; Library Director – Huffman 1. Approval of Public Works Committee Minutes: Councilmember Morales moved to approve the minutes from May 11, 2022; Seconded by Councilmember Beaton; Carried by all. 2. Brief on Council Items Committee was briefed on two items on tonight’s council agenda; Maddox Creek Restoration Project interlocal agreement with Skagit County and the Solid Waste rate ordinance update. 3. Program Coordination Division – Blaine Chesterfield Committee was updated on stormwater municipal code 13.33; these codes need to be revised in order to comply with the stormwater municipal permit. Changes will be presented to Council for action on Wednesday, June 22, 2022. Cleaning of the Kulshan Creek channel just upstream and downstream of College Way, near Buck Way, is anticipated for later this summer. 4. Project Updates – Bill Bullock The 2022 Street Improvements project is progressing towards final design and bid ready documents with a target bid date of July 11, 2022; paving is anticipated for August and September. The project list includes N 18th Street (College Way to Fir Street), E Division Street (150’ west of Cedarwood to Big Lake Road), Anderson Road (Old 99 to I-5 Bridge), and the N 35th Street neighborhood. The north side of the Freeway Drive Improvements project has been paved and the south side will be paved during the next available weather window. Final clean up and restoration will occur within 30 days after final paving is completed. A request was made to repair a severely damaged sidewalk on the east side of Cleveland Avenue just north of Blackburn Road. The City awarded the repair work to Schwetz June 8, 2022, Public Works/Library Committee Minutes Page 1 of 2 Construction as low bidder through the small works process; repairs are expected to be completed in July. 5. LIBRARY DIRECTOR COMMENTS – Isaac Huffman Philanthropy and advocacy efforts were spotlighted for the Mount Vernon Library Commons project. A brief overview was given of the Library’s general projects over the past couple months including the upcoming summer reading program and a mini art show. 6. MAYOR UPDATES Mayor Boudreau provided an update on State and Federal Grant applications for the Library Commons project. Additionally, she briefly discussed the merits of the Puget Sound Energy Community Solar Program; this topic will be further discussed at the June 15, 2022, Development Services Committee meeting. The Mayor also updated Committee on the interview progress for the Development Services Director as well as other staffing levels within the department. 7. MISCELLANEOUS / FOR THE GOOD OF THE ORDER Director Phillips provided an update on the Solid Waste Comprehensive Plan noting that Public Works Solid Waste crews had completed 50% of the 20 to 35 gallon can transitions in one week. Staff will provide a weekly Council update until fully transitioned; anticipated completion date is June 29, 2022. Lastly, Phillips recommended, and Council agreed, that customers transitioned from the 20 to 35 gallon solid waste service in June 2022 will recognize a rate increase in their July 2022 billing statement which they will receive in August 2022.
