CITY COUNCIL DEVELOPMENT SERVICES COMMITTEE MINUTES JULY 20, 2022 The meeting was called to order by Councilmember (CM) Beaton at 6:00 p.m. PRESENT: CMs Brocksmith, Beaton, Carías, Hudson, Hulst, Morales and Molenaar STAFF PRESENT: DS Director Phillips, Finance Director Volesky, Library Director Huffman, and Project Development Manager Donovan CITIZENS PRESENT: A. Approval of June 15, 2022 Meeting Minutes CM Morales moved to approve the June 15, 2022 meeting minutes. Motion seconded by CM Hudson. Motion carried 7-0. B. Permit/Project Updates – Principal Planner Rebecca Lowell Principal Planner Lowell presented project updates on the following: LaVenture Middle School, Mountain Gate Preliminary Plat (44 proposed Single Family Residential dwellings) and Highpoint Estates Final Plat (49 proposed Single Family Residential dwellings). C. Library Commons Project Update – Mayor Boudreau Mayor Boudreau provided a thorough overview of the following: Federal, State and City permitting processes; Federal, State and County funding opportunities; Federal and State grant opportunities; Library Commons bid process; Community Support efforts and other internal staff work. Pending no unforeseen issues, the city issued permits should be completed by August 2022 and a tentative Groundbreaking Ceremony is scheduled for September 2022. D. Marijuana Code Amendment Update – Principal Planner Rebecca Lowell Principal Planner Lowell updated Council on the MVMC change to amend the marijuana regulations to reduce the distance between these uses and public transit centers from 1,000 feet to 500 feet. The state has been provided the mandated 60-day notice of intent and the topic will be brought before the Planning Commission and City Council for their consideration in August 2022. E. HB 1406 Process Update – Special Projects Manager Peter Donovan Special Projects Manager Donovan provided an update on the HB1406 Award process which included a third-party application review and award recommendation from Skagit County United Way. After a spirited discussion, Council directed Mr. Donovan to request Skagit County United Way provide the selection process rationale so that the Council could responsibly deliberate the how to best distribute the funding.
