The PUD maintains over 650 miles of pipelines and has over 31 million gallons of storage volume. The Association holds that our historic downtown district is the heart of our community; and they work to support, develop, and build vibrance in Downtown Mount Vernon through promotion, advocacy, outreach, and celebration. FINDINGS/CONCLUSIONS: Ellen Gamson is the executive director of the Mount Vernon Downtown Association and will be updating City Council on the Downtown Association’s recent projects. RECOMMENDED ACTION: City Staff recommends City Council authorize the Mayor to amend the Professional Services Agreement with HKP Architects. INTRODUCTION/BACKGROUND: The City recommends amending the Professional Services Agreement with HKP to allow a limited release of potential claims that strictly may arise because of the use of specific pervious materials sought by the City. FINDINGS/CONCLUSIONS: City Attorney and Public Works Director have conducted research on pervious pavement solutions and do not believe there is substantial construction risk. RECOMMENDATION: City Staff recommends City Council authorize the Mayor to amend the Professional Services Agreement with HKP Architects. INTRODUCTION/BACKGROUND: The Non-Commissioned Police Guild collective bargaining agreement was approved on March 23, 2022 with language that allowed for a reopener of Article 11 – Wages to occur when the classification and compensation study was completed. The classification and compensation study was completed in April 2022. The Non-Commissioned Police Guild requested to reopen Article 11 – Wages and to discuss the implementation of the salary scheduled as proposed by the classification and compensation consultants. FINDINGS/CONCLUSIONS: City and Guild representatives met and agreed to language in a Memorandum of Understanding. Employees currently below Step 8 will be placed into a step in the new salary schedule that provides an increase. Employees currently at Step 8 will be placed into step 8 of the new salary schedule. Retroactive to January 1, 2022. Employees are eligible to advance through the steps annually on their anniversary date. 2022 cost of implementation is approximately $16,500. RECOMMENDATION: Staff recommends that Council authorize the Mayor to sign the Memorandum of Understanding that implements the classification and compensation study for non-commissioned police represented employees and which modifies the January 1, 2021 through December 31, 2022 collective bargaining agreement. INTRODUCTION/BACKGROUND: The Library Commons Project consists of a new public library and community center below three floors of structured parking located downtown across from the county courthouse on Kincaid Street between 2nd and 3rd. The library and community center covers between 30,000 – 35,000 SF and the structured parking area will be approximately 125,000 SF. The project shall incorporate sustainable strategies to reduce overall carbon footprint, promote environmental and healthy materials, and promote and encourage sustainable transportation options such as access to mass transit and vehicle charging stations. The project will serve as a gateway to the historic downtown and other regional attractions. FINDINGS/CONCLUSIONS: A summary of the additional services include: • Additional Survey on 2nd Street • Fundraising Video Edits • Interpretive Sign Display • Generator Design • Parking Study These additional design services represent a true up to fully compensate HKP for additional scope items both requested by the City and required for completion of the final design. City staff requested this study in lieu of adopting new parking codes to address the unique characteristics of parking garages as compared to surface parking. It differs from the previous daylighting studies that were performed during design, which were exploratory in nature and helped to inform the design as it developed. This Final Daylighting Model Analysis prior to Bid is used to confirm LEED target requirements for amount of daylighting in regularly occupied spaces. It is required as part of the Department of Commerce grant, for which we need to meet the intent of LEED Silver. Refer to IDL fee proposal. On June 1, 2022, the design team was notified that the design could not include more impervious surface than the existing site. Revisions to the project included changing all of the sidewalks to pervious pavers, revising the landscaping and paving around the padmount transformer, and adding a green roof on the fourth floor of the parking garage. Scope of work includes revisions to Specifications, Stormwater Drainage report, Pervious Surface design for sidewalks and paved hardscape, and coordinating the green roof with structural, plumbing, and landscape. Includes numerous meetings with City staff and their consultants, analysis, redesign, and resubmittal of documents and forms. Refer to KPFF and Swift fee amendments. HKP’s time includes coordination of all items, revised specifications, meetings, and correspondence. An Allowance for Geotechnical review is included for the review of pervious pavement sections, details, and specifications. KPFF (Civil) $ 26,500.00 Swift (Landscape) $ 10,575.00 GeoEngineers (Allowance) $ 2,000.00 HKP (Architectural) $ 11,680.00 HKP Mark-up on Subs (10%) $ 3,907.50 Total $ 54,662.50 2.9 Padmount Transformer Revisions and Study The design team started coordinating with Puget Sound Energy early in Schematic Design and worked through several iterations of placing transformers in vaults to alleviate the lack of space on site for a pad-mount transformer. Preliminary pad-mount locations did not appear to work based on vehicle sightlines and screening requirements. PSE confirmed midway in Contract Documents that they could not approve underground vaults in traffic areas as they did not have any traffic-rated vaults in their standards. Locations off-site were also extensively studied as an alternative approach. The final location in the Right-of-Way at the southwest corner of the site was reworked to comply with PSE and AHJ requirements, with screening via graphic vinyl wrap as an approved alternative. This work was not originally foreseeable based on the lack of site area compared to Owner’s desire for maximum building area program, lack of timely information from the utility, and inability to use rated vaults used in other jurisdictions. Includes extra study and design of padmount transformer location, including redesign of original underground vault proposed locations, coordination with utility provider, City Planning, engineering, and legal staff. In addition, our base map will be revised to update the location of the proposed property boundary/right of way margin on Kincaid Street. The updated map will be submitted in AutoCAD and pdf format to the design team for completion of permit and construction documents. The following deliverables will be included as a part of this task: • Updated Topographic Survey Map (pdf) • Updated AutoCAD Civil 3D Drawing and Point Files • .ecw format orthophoto (2nd Street addition) Preparation of Easement Exhibits for Public Utilities and Access Our scope and services for this task will include preparation of up to 4 sets of legal exhibits for anticipated public easements serving the new building. The location and extent of these easements is currently under discussion but will be based on the design location of utilities and road and alley features. We have assumed that easement granting documents will be prepared by the utility purveyor and/or City, to which our exhibits will be attached for recording. Recording fees have not been included, assuming that the City or their right of way consultant will manage the recording effort. He is Director of the Integrated Design Lab (IDL) at the University’s College of Built Environments. In this role, he consults with design teams in the Pacific Northwest and nationally with a focus on building energy performance, daylighting, visual comfort, electric lighting, and climate responsive design. The Integrated Design Lab has extensive experience working in the laboratory building typology. Recent technical assistance and simulation support projects include the Millikan Laboratory and Andrew Science Hall at Pomona College, the Engineered Bio‐Systems (Laboratory) Building at Georgia Tech, the UCSD Biomedical Research Facility Phase 2, and the Altman Clinical and Translational Research Institute at UC San Diego. Prof. Meek teaches graduate and undergraduate level courses on building design, daylighting, electric lighting, and indoor environmental quality at the UW Department of Architecture. His research has been funded by the Northwest Energy Efficiency Alliance, regional utilities, New Buildings Institute, and the National Science Foundation. Prior to joining the faculty at the University of Washington he practiced in architecture offices in Washington State, New Mexico, and New Orleans, LA. Montgomery Street Mount Vernon, WA 98273 Subject: Mount Vernon Library Commons Project Additional Service Request #1 for Civil Engineering Dear Julie: This proposal is for the additional services requests (ASR’s) related to the scope progression associated with the Mount Vernon Library Commons project. Services included are: • NEPA Related Design Modifications • PSE Pad Mounted Transformer Requirement • CNG Gas Location Coordination SCOPE OF WORK Base scope and Civil ASR’s 1-5 are documented in our May 19, 2021 proposal, which was included in HKP’s Consultant Letter of Agreement, dated June 1, 2021. Civil ASR #6 – NEPA Related Design Modifications - $18,500 LS We are providing the civil design for increasing the areas being treated for Water Quality mitigation to address the federal funding application, which required the project to meet HUD/NEPA requirements (low impact development and water quality treatment). We have added two water quality modular wetland treatment vaults, and their associated conveyance piping, to the base civil design. The civil efforts include: • One round of design revision after review by the City • Coordination and meetings with the City, BERK, and the HUD representative • Hydraulic modeling • Documentation of this design, including grading modifications. • One round of minor NMPFs related comments. Civil ASR #7A – PSE Pad Mounted Transformer and Alley Adjustments - $13,500 LS PSE recently informed the project team that they will not provide a below-ground transformer vault to service the building. They are requiring the project install a pad mounted transformer and a below-grade switch and vault. Transformer locations were explored, with both internal and external locations considered. External locations Julie Blazek, AIA May 31, 2022 Page 2 include the adjacent parking lot to the southwest of the project site, or the existing right-of-way South 3rd Street previous alignment. Per coordination with PSE, Owner, and design team, the South 3rd Street location has been selected for the transformer was selected and a switch gear vault was added. For the alley adjustments, the City of Mount Vernon has directed the team to remove the electrical poles within the alley, widen that asphalt paving, and install new curb along the south edge of the alley. The anticipated civil efforts to address these adjustments include: • Revising the civil plans to address the electrical feed and eliminating the southeastern vault • Layout the new pad location and associated service conduits, civil has provided 2 iterations on layout. • Coordination for easement requirements • Coordination meetings with the City, team, and PSE. • We anticipate that PSE or the TFWB will provide the geometric and clearance requirements and we will coordinate with HKP to provide the horizontal layout. • Coordination with water quality vault provider for water quality vault sizing based on site constraints from transformer relocation and conduit routing, and revising stormwater layout on civil plans. • Revising alley paving and grading extents for proposed curb along the south edge of alley. • We anticipate that TFWB will provide coordination with PSE and communication providers for the removal of the electrical poles. Civil ASR #7B – CNG Gas Location Coordination - $4,750 LS KPFF has documented and coordinated a new location for the CNG active gas line that runs in the alley along the south side of the project property as part of our base scope and document preparation to date. We have routed new and relocated utilities around this new gas line location. On May 26, 2022, CNG notified the City that the gas line can be removed completely from the alley, which provides better clearances for the remaining utilities planned in the alley. This ASR addresses the revisions to the civil plans to adjust the utilities designed within the alley. The anticipated civil efforts include: • Revising the civil plans to provide additional clearance between the electrical services and distribution lines with the communication lines. • Adjusting the storm and water quality vault layout on the west end of the alley to provide additional clearances to the electrical distribution and services lines • Coordinating with the water quality vault manufacturer to document the updated design and layout, and obtain updated details.
