CITY COUNCIL DEVELOPMENT SERVICES COMMITTEE MINUTES SEPTEMBER 21, 2022 The meeting was called to order by Councilmember (CM) Beaton at 6:00 p.m. PRESENT: CMs Brocksmith, Beaton, Hudson, Hulst, Morales and Molenaar STAFF PRESENT: DS Director Groth, Finance Director Volesky, Project Development Manager Donovan, Planning Manager Lowell, Senior Permit Tech Morrison, Permit Tech Freiberger, Building Official Sniffen CITIZENS PRESENT: None A. Approval of July 20, 2022 Meeting Minutes CM Morales moved to approve the July 20, 2022 meeting minutes. Motion seconded by CM Molenaar. Motion carried 6-0. B. Camino Demo/Presentation – DS Director Groth Darren Groth introduced Mark Desnoyer from Camino who presented the demo of Camino. Camino is a web-based solution that improves the customer experience for permit and licensing processes. C. Code Enforcement Overview and Code Amendments – Planning Manager Rebecca Lowell Mrs. Lowell presented an overview of the Title 19 code amendments to include clean up to ensure legality and consistency with other parts of the code and adding a new subsection for abatements. D. Permit/Project Updates – Principal Planner Rebecca Lowell Mrs. Lowell updated Council on the Unity Health project and reviewed what projects staff has completed on the Legislative list. The meeting was adjourned at 7:00pm for the Study Session The meeting was re-convened at 7:24pm E. Fee Schedule Discussion – Principal Planner Rebecca Lowell Mrs. Lowell presented Council with a proposed change to the fee schedule for certain types of permits (fence, appeals, BLA’s, Administrative CUP, SUP & Variances). F. 2021 Year In Review – Principal Planner Rebecca Lowell Mrs. Lowell updated Council on census numbers, dwelling unit numbers, land use permit numbers and engineering permit numbers. Permit numbers have greatly increased from 2020 to 2021. G. Chamber Lease Rate Discussion – Project Development Manager Donovan Mr. Donovan discussed the Chamber of Commerce building lease rate with Council.
