Development Services Committee Minutes January 18, 2023 Police Court Campus, 1805 Continental Place Councilmember Hulst called the meeting to order at 6:00 p.m. Present Mayor Boudreau Councilmembers: Brocksmith, Carías, Hudson, Hulst, Molenaar, and Morales Staff Present: Special Project Manager Donovan, Finance Director Volesky, Development Services Director Groth, Code Enforcement Officer Marker, Senior Permit Technician Morrison Citizens 6 1. Approval of Minutes – November 16, 2022 minutes Councilmember Hudson moved to approve the November 16, 2022 committee minutes. Motion seconded by Councilmember Morales. Motion carried 6-0 2. North Star Project Update: Jennifer Johnson from Skagit County presented an update on the North Star Project. George Kosovich from Skagit County Public Health presented homeless services funding information and NOFA funded programs. 3. HB 1590 Project Discussion: Mayor Boudreau presented a brief overview of the HB 1590 funds. 4. Opioid Settlement Funding: To be discussed in executive session next week. 5. Design Review Board: Darren Groth presented a review of the design standards and design review board and suggested that the design review permit process for downtown development be changed to a Type 1 administrative permit and the Design Review Board operate in a in a consultation capacity only. 6. Development Services Department Update: i. SmartGov Efficiency Changes: Plan to make more permits available to apply directly through the permit portal. ii. Planning Commission Update: Discussion about monthly meetings and training was held at the last meeting and was received with enthusiasm. More to come at further committee meetings. 7. For the Good of the Order: i. Mayor Boudreau informed Council of the need for Development Services staff to contract with an outside land use attorney to expedite legal reviews. ii.
