Councilmember Molenaar called the meeting to order at 6:02 p.m.

1. Approval of October 26, 2022 Minutes
Councilmember Brocksmith moved to approve
the October 26, 2022 committee minutes.
Motion seconded by Councilmember Hulst.
Motion carried 7-0
2. Finance
Mr. Volesky discussed the following topics:
LTGO Bond – Line of Credit: The terms for going out for a short-
term bond or line of credit for the MVLC Project to account for
upcoming expenditures before funding is received from the City’s
TIFIA loan and grant funding.
Consultant Services Agreement with Dowell Consulting PLLC:
This agreement for accounting services will be presented for
approval on February 8, 2023.
2023 Budget Amendments: Budget Amendments for additional
Parks part-time employees and for the purchase of a mini
excavator for the Wastewater Utility will be presented for
approval on February 8, 2023.
2022 Sales Tax Report: Revenue received was over 9.6 million

which is 12% or over $1M above the budgeted estimate.
2021 Annual Financial Report: Council was presented with the
2021 Financial Statements and Federal Single Audit Report
3. Parks & Enrichment Services
Ms. Berner discussed the following topics:
Restrooms in Parks: Reviewed the types of parks and location of
current restrooms as well as parks and open spaces that do not
currently have restroom. Reviewed costs for portable versus
permanent restrooms and ongoing costs.
Sherman Anderson Park Update: The project is currently on
schedule to complete prior to baseball season
PUD Fields Update: The City is collaborating with the mount
Vernon School District and Skagit PUD for the possible
renovation of Mount Baker Middle School fields. There are
ongoing discussions regarding operations and terms.
PROS Planning survey: There has been good response to the
survey. Council and Planning Commission will be updated
following focus group meetings.
Recreation Programming: Fall and winter classes had great
success with new classes such as survival club, dance, and art.
The Spring and Summer program guide will be out in March.
Supervised Playground and Rec on the Go will return.
