Public Works and Library Committee Minutes April 12, 2023 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 6:30 p.m. Present Mayor Boudreau Councilmembers: Beaton, Brocksmith, Carías, Hudson, Hulst, Molenaar, and Morales Staff Present: Public Works Director Phillips, Capital Programs Manager Bullock, Library Director Huffman, City Attorney Rogerson, Special Project Manager Donovan, City Clerk Jensen, IS Director Thomas, Special Projects Manger Donovan, and Fire Chief Brice Citizens 0 1. Approval of March 8, 2023 minutes Councilmember Morales moved to approve the March 8, 2023 committee minutes. Motion seconded by Councilmember Beaton. Motion carried 7-0. Library 2. Library Update a. The Mount Vernon Library Commons Philanthropic Donation and Naming Opportunities Project was discussed. Public Works 3. Project Updates a. Public Works presented Amendment No. 1 to the 2023-2028 Six Year Transportation Improvements Program, which added the following projects  Blackburn Road Extension (priority change)  EV Vehicle Charging Facility – MVLC  EV Bicycle Charging Facility – MVLC13th St/Broad St Signal Public Works and Library Committee April 12, 2023 Page 2 of 2  6th/Division Street Realignment  Kulshan Trail Safety Lighting Phase 2 (18th St to Laventure Rd)  Kulshan Trail Safety Lighting Phase 3 (Laventure Rd to 30th St)  Kulshan Trail Safety Lighting Phase 4 (30th St to Waugh Rd) Public Works is presenting a request at tonight’s Council meeting to set a public hearing date of April 26th to present and adopt the proposed amendment. 4. Public Works Director Updates Contract updates were presented a. Police Count Campus HVAC b. Wastewater Treatment Plan (WWTP) Influent Header Project. c. WWTP Comprehensive Plan update. 6.
