Development Services Committee Minutes June 21, 2023 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 p.m. Present Councilmembers: Brocksmith, Carías, Hudson, Hulst, Molenaar, and Morales Staff Present: Special Projects Manager Donovan, Interim Development Services Director Hayden, Permit Technician Morrison, Senior Planner Manville-Ailles, Code Enforcement Officer Marker, and City Clerk Jensen Citizens: 2 1. Approval of May 17, 2023 minutes Councilmember Hudson moved to approve the April 19, 2023 minutes. Motion seconded by Councilmember Carías. Motion carried 6-0 2. 2023 Docket Update: Mr. Hayden reviewed the seventeen docketed items and four items that have not been docketed. Some items are being prepared by outside consultants while others are being prepared by staff. The Planning Commission is in the process of reviewing the draft docket. Items that don’t require code amendment do not have to be reviewed by the Planning Commission. Council agreed to add undocketed items 18-21 to the docket. Mr. Hayden spoke about the process for creating a waterfront sub- area plan. This will be a collaborative process to include citizens, Planning Commission, and Council. It is expected to take 1 ½ to 2 years to complete. Staff and Council discussed a sub-area plan versus a waterfront plan. 3. Department Updates:  Ms. Morrison reviewed chicken regulations in Chapter Mount Vernon City Council June 21, 2023 Page 2 of 2 17.15.040 of the Municipal Code. The chapter addresses the minimum size and location of housing for small animals or fowl, but not the number allowed. Permits are not currently required. The Police and Planning Departments are working together and will make a recommendation to Council.  Ms. Manville-Ailles provided an update of property located at 3740 E. College Way. Fill has been removed; sidewalk repair and wetlands vegetation planting will begin sometime during October/November. 4.
