Development Services – see committee minutes for details. B. Councilmember Comments  none C. Mayor’s Report  Mayor Boudreau gave an update of the Library Commons Project. She spoke about the project at the AWC Conference last week and the project will be the focus of national conference due its environmental energy efficiency.  Chief Cammock and Mr. Gerondale acknowledged Katt Boynton, owner of Katt’s Westside Stories for her community beautification and outreach efforts in Mount Vernon. D. Committee Agenda Requests  none UNFINISHED BUSINESS None NEW BUSINESS A. Public Hearing – 2024-2029 Six-Year Transportation Improvement Program (TIP): Mr. Bullock reviewed the Transportation Improvement Program purpose and process. He then discussed the 2024-2029 Six- Year TIP projects, as well as project planning and prioritization. Mayor Boudreau opened the public hearing. Hearing no comments, Mayor Boudreau closed the public hearing. Councilmember Hulst moved to approve Resolution 1039 accepting the 2024-2029 Six-Year TIP. Motion seconded by Councilmember Morales. Motion carried 6-0. B. Closed Record Public Hearing – Mount Vernon School District PLAN22- 0630: Ms. Manville-Ailles requested approval of the Master Plan for new construction at LaVenture Middle School PLAN22-0630 with Resolution 1040. Mayor Boudreau opened the public hearing. Hearing no comments, Mayor Boudreau closed the public hearing. Councilmember Carías moved to approve Resolution Mount Vernon City Council June 28, 2023 Page 3 of 4 1040 for the Mount Vernon School District Master Plan, PLAN22-0630 for new construction at LaVenture Middle School. Motion seconded by Councilmember Molenaar. Motion carried 6-0. C. Approval of Agreement – Skagit PUD: Mr. Bullock requested approval of an agreement with Skagit PUD for water service at the Mount Vernon Library Commons (MVLC). Councilmember Hudson moved to authorize the Mayor to enter into an agreement with Skagit PUD to provide water service at the MVLC. Motion seconded by Councilmember Beaton. Motion carried 6-0. D. Approval of Agreement – Strider Construction: Mr. Bullock requested approval of an agreement with Strider Construction for the Wastewater Utility Influent Pump Station Head Upgrade. Councilmember Hulst moved to authorize the Mayor to enter into an agreement with Strider Construction for the Influent Pump Station Head Upgrade in the amount of $2,674,304. Motion seconded by Councilmember Beaton. Motion carried 6-0. E. Executive Session: The meeting convened into Executive Session at 7:58 pm for a period of 30 minutes to discuss with legal counsel matters regarding agency enforcement actions, litigation, or potential litigation to which the City, the governing body, or a member acting in an official capacity is, or is likely to become, a party, when public knowledge regarding the discussion is likely to result in an adverse legal or financial consequence to the City pursuant to RCW 42.30.110(1)(i). And to discuss matters related to collective bargaining sessions which are exempt under RCW 42.30.140(4)(a). No action will be taken following the session. (required action – motion) (staff contact – Gary Duranceau) COMMITTEE MEETING Finance & Parks and Enrichment Services 6:00 p.m. Next Ordinance 3871 Next Resolution 1039 AGENDA ITEM: A DATE: June 28, 2023 TO: Mayor Boudreau and City Council FROM: William Bullock, PE – City Engineer SUBJECT: PUBLIC HEARING: ADOPTION OF THE 2024-2029 SIX-YEAR TRANSPORTATION IMPROVEMENT PROGRAM RECOMMENDED ACTION: Staff recommends the City Council approve a proposed resolution (draft attached) adopting the 2024- 2029 Six-Year Transportation Improvement Program. INTRODUCTION/BACKGROUND: State law, RCW 35.77.010, requires that each year the City adopt a six-year Transportation Improvement Program (TIP). The TIP is designed to identify the schedule, costs, and financial plan associated with projects the City is forecasting to pursue over a six-year planning period. The adopted financial plan must demonstrate that funding for the TIP is feasible, although it may include projections of local funds, grants, loans or other potential sources that are not yet in hand. In preparing the proposed 2024-2029 TIP, the following factors were considered:  The current status of active transportation improvement projects;  Strategic priorities of the City consistent with the City Comprehensive Plan.  Physical condition, operations, and public safety consideration of the street system.  Funding availability. FINDINGS/CONCLUSIONS: The proposed TIP identifies $86,886,000 in planned projects throughout the City. Primary revenue sources consist of grants, REET II, Transportation Impact Fees, Transportation Benefit District Funding, and development mitigation contributions. The TIP is an important tool for local, state, and federally funded projects, and is utilized by governmental and planning organizations at all levels. Projects are typically required to be identified on the TIP to be eligible for funding from Federal and State sources. RECOMMENDATION: Staff recommends the City Council approve a proposed resolution adopting the 2024-2029 Six-Year Transportation Improvement Program. ATTACHED: Draft Resolution 2024-2029 Six-Year Transportation Plan TIP Projects Map AGENDA ITEM: B DATE: June 28, 2023 TO: Mayor Boudreau and City Council FROM: Rebecca Lowell, Development Services SUBJECT: CLOSED RECORD PUBLIC HEARING – MVSD’S LAVENTURE MIDDLE SCHOOL MASTER PLAN APPROVAL RECOMMENDED ACTION: Staff recommends that Council make a motion to authorize the Mayor to sign the accompanying Resolution approving the Mount Vernon School District’s (MVSD’s) LaVenture Middle School Master Plan, File No. PLAN22-0630 INTRODUCTION/BACKGROUND: Proposed is a one-story addition to the west of the existing main building that will provide an additional 10,738 square feet of space. This space is to be utilized as additional classrooms, offices, a small group space, and building support spaces such as restrooms and equipment/storage rooms. Also included in the work are tenant improvements including converting rooms from or into classrooms. The site is already served by roads and utilities, though the southern approach from N LaVenture Rd will need to be relocated further south from its current location. The nearly 20-acre site is addressed as 1200 N LaVenture Rd, is comprised of tax parcels P25254 and P25255 located in the SW ¼ of Section 16, Township 34 N, Range 4 E, W.M. The Site is bordered by Kulshan Ave to the north and N LaVenture Rd to the west. FINDINGS/CONCLUSIONS: This project has completed the required public process up to the closed record public hearing this evening. The Hearing Examiner recommended approval of the Master Plan in a recommendation that is included with a proposed Resolution for Council consideration. The Hearing Examiner’s recommendation was sent to the applicant and parties of record with no requests for reconsideration of his recommendation. RECOMMENDATION: Council move to authorize the Mayor to sign the accompanying Resolution that will approve the MVSD’s Master Plan with the conditions recommended by staff and the City’s Hearing Examiner. ATTACHED: • Proposed Resolution for Council Consideration that includes the Hearing Examiner’s Recommendation and the Staff Report AGENDA ITEM: C DATE: June 28, 2023 TO: Mayor Boudreau and City Council FROM: William Bullock, PE – City Engineer SUBJECT: MOUNT VERNON LIBRARY COMMONS WATER SERVICE CONTRACT RECOMMENDED ACTION: Staff recommends Council authorize the Mayor to execute the Water Services Contract with Skagit PUD to provide new water service to the Mount Vernon Library Commons project in the amount of $42,840. INTRODUCTION/BACKGROUND: Attached is the Water Services Contract drafted to serve the Mount Vernon Library Commons project with potable water from Skagit PUD. This is a standard contract to provide commercial water utility connection/hook-up fee and monthly usage rate. FINDINGS/CONCLUSIONS: The Service Development Fee is $42,840; appropriate for a 2-inch metered service that meets the calculated maximum daily demand and annual usage of the Library Commons building. This contract is required to service the building with an account from Skagit PUD for potable water. RECOMMENDATION: Authorize the Mayor to execute the Water Services Contract with Skagit PUD to provide new water service to the Mount Vernon Library Commons project in the amount of $42,840. ATTACHED: Draft Water Service Contract AGENDA ITEM: D DATE: June 28, 2023 TO: Mayor Boudreau and City Council FROM: William Bullock, P.E. - City Engineer SUBJECT: BID AWARD – WASTEWATER TREATMENT PLANT INFLUENT PUMP STATION HEADER UPGRADE - CONSTRUCTION RECOMMENDED ACTION: Staff recommends a motion authorizing the mayor to award the construction contract for the Wastewater Treatment Plant Influent Pump Station Header Upgrade to Strider Construction, Inc., of Bellingham, WA in the amount of $2,674,304. INTRODUCTION/BACKGROUND: The Wastewater Treatment Plant Influent Pump Station (IPS) was constructed in 1988 and designed for a 6 MGD capacity. Currently, during peak winter flows, these pumps are required to pump as much as 24 MGD which far exceeds the desirable range for operating conditions. This results in excessive energy usage and accelerated wear on the piping. The upgrade to the IPS facility is essential to meeting the peak flow demand and eliminating the excessive wear and tear to the existing pump facility during these peak flow periods. FINDINGS/CONCLUSIONS: Three bids were received on June 15, 2023, ranging in price from $2,674,304 to $3,559,392 with the low bid provided by Strider Construction; all within the funding budget. The Strider Construction bid was responsive and prepared in accordance with the contract documents. The construction cost estimate for the project was $3,600,000. RECOMMENDATION: Staff recommends Council award the construction bid for the Wastewater Treatment Plant Influent Pump Station Header Upgrade to Strider Construction $2,674,304.
