Finance & Parks and Enrichment Services Committee Minutes June 28, 2023 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 pm Present Mayor Boudreau Councilmembers: Beaton, Carías, Hudson, Hulst, and Molenaar Staff Present: Finance Director Volesky, City Attorney Rogerson, Special Project Manager Donovan, City Clerk Jensen, IS Director Thomas, Assistant Fire Chief Harris, Fire Chief Brice Citizens 0 1. Approval of May 24, 2023 Minutes Councilmember Hulst to approve the April 26, 2023 committee minutes. Motion seconded by Councilmember Molenaar. Motion carried 5-0. 2. Deferred Comp & DRS for Councilmembers: Ms. Keator provided information regarding deferred compensation and state retirement options for Councilmembers. 3. Library Commons Update: Mr. Volesky provided a financial update for the Library Commons Project. There are additional funding opportunities including grants, that are available or pending. 4. Investment Activity Update: Mr. Volesky provided a 10-year history of investment activity which shows steady growth over the years and discussed current and past interest rates. Mr. Volesky also provided a review of Sales, TBD, and REET taxes. 5. Miscellaneous/For the good of the order:  Chief Brice provided an update of an L & I Grant the Fire Department has applied for.  Mayor Boudreau gave an update of the Development Services Director hiring process.  Mayor Boudreau commented on a grant from Department of Commerce for the comp plan update and spoke about the Sub-Area Plan. Finance & Parks and Enrichment Services June 28, 2023 Page 2 of 2 The meeting adjourned at 6:30 pm Submitted by: Becky Jensen City Clerk
