Councilmember Molenaar called the meeting to order at 6:00 p.m.
Present

1. Approval of June 14, 2023 minutes
Councilmember Beaton moved to approve the
June 14, 2023 committee minutes. Motion
seconded by Councilmember Hudson. Motion
carried 6-0.
2. Washington State Department of Transportation Presentation: Chris Damitio
from Washington State Department of Transportation spoke about the SR536
Skagit River Bridge Painting Project.
Public Works
3. Program Coordination Division Project Updates
a. Project Updates
• The Stokely Tower Foundation Caps Project began July 10th and is
expected to be complete by July 28th.
b. Skagit Highlands Detention Pond Update: A 30-foot-deep inclinometer for
slope monitoring will be installed on July 15th and 26th.
c. City staff executed the channel welding on the BNSF crossing, completing
the Flood Wall Project.

3. Project Updates
a. Project Updates
Hoag/LaVenture Signal Status: The project is on-going and
scheduled to be complete by mid-August.
2023 Curb Ramp Project is substantially complete.
Paving Program Status: Division Street paving and striping and 35th
Street will be complete by the end of the week. 18th Street paving is
complete, and the 35th Street and Fox Hill Road neighborhood will
be completed by the end of the week. Anderson Road is next on the
schedule.
b. Freeway Drive Improvements: Mr. Bullock discussed an amendment to
agreement 3903 with PBS Engineering and Environmental, Inc. for
construction management services required to finalize the project.
Library
5. Library Update
a. Library Commons Construction Update: The second level is near
completion and the third level is underway.
b. Summer Reading: The summer reading program has over 325
participants.
c. Update of events and programs was provided.
6. Miscellaneous/For the good of the order
• Wells Nursery stormwater update
• Traffic study at Woodside neighborhood
• Division Street paving update
