Development Services Committee Minutes August 16, 2023 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 p.m. Present Mayor Boudreau Councilmembers: Beaton, Brocksmith, Hudson, Hulst, Molenaar, and Morales Staff Present: Interim Development Services Director Hayden, Senior Permit Technician Morrison, Special Projects Manager Donovan, City Clerk Jensen, Code Enforcement Officer Marker Citizens: 0 1. Approval of July 19, 2023 minutes Councilmember Brocksmith moved to approve the July 19, 2023 minutes including an amendment to Item 6. Motion seconded by Councilmember Morales. Motion carried 7-0 2. Discussion on proposed code amendments regarding chickens on single-family properties (MVMC 6.14 and 47.15). Proposed changes will be presented at Planning Commission in September. 3. Overview and Benefits of Community Rating System (CRS). Discussed cost to administer the program and the benefit to the community. Explained that most of the items required for the CRS program are required by FEMA outside of the CRS program. 4. Department Updates:  Provided update on docket items.  Provided update for various current projects.  Discussion regarding fire at Presidents Hotel and the desire Mount Vernon City Council August 16, 2023 Page 2 of 2 for continued painting. Mayor discussed Housing Authority meeting. 5. Miscellaneous/For the good of the order  Mr. Hayden thanked Mayor Boudreau, Peter, and staff for the opportunity to work with all.  Mayor Boudreau discussed topics for the August 30th committee of the Whole meeting.
