Councilmember Hudson called the meeting to order at 6:00 pm

1. Approval of July 26, 2023 Minutes
Councilmember Beaton to approve the July 26,
2023 committee minutes. Motion seconded by
Councilmember Morales Motion carried 5-0.
Parks and Enrichment Services
2. Recreation Programs
Nature Programs/Camps – Nature programs and camps took place
at Hillcrest, Bakerview, Little Mountain, Bonnie Rae, and Beaver
Pond Parks. Programs included Explore Outdoors day camps, seven
weeks of Nature camps, and Ask a Naturalist.
Rec on the Go – This program operated Monday through Thursday
at small parks and apartment complexes to provide recreational
activities for children.
Supervised Playground – This drop-in program at Edgewater and
Bakerview Parks provided a variety of learning opportunities through
games, crafts, and sports activities as well as visits from Reptile
Woman and local non-profit agencies.
Miscellaneous: Ms. Berner discussed tree removal and replacement
at Hillcrest Park.

3. Fiscal Policy: Mr. Volesky presented an overview of the City’s Fiscal
Policy. The 2024 budget process requires re-affirming that the City’s

fiscal policies continue to be adequate. Any possible policy amendments
will be discussed at future committee meetings.
4. Utilities Foreclosure and Penalties Discussion: During COVID, Council
made the decision to halt applying any late penalties and foreclosures
on city utility accounts. An update of past due accounts and liens were
provided. Council supports increasing the late penalty, resuming filing
liens, and proceeding with foreclosure efforts on past due accounts.
5. Library Commons Financial Update: Mr. Volesky provided a financial
update of the Library Commons project. Current and potential funding
figures have not changed since last month. An ordinance will be
presented to Council tonight to approve and authorize the $1.7M loan
from the US Department of Housing and Urban Development. Total
payments for this project so far have been $20.5M with a remaining
budgeted amount of $32.9M. The Buy America waiver, and the TIFIA
loan process were discussed.
6. 2023 Financial Update: 2022 actual revenue and expense numbers, and
2023 projected fund reserves were presented. 2023 revenue through
June was reviewed.

8. Police Hiring and Retention Bonus Discussion: Mr. Cammock presented
information about current staff vacancies and the impacts to the
department. Costs of entry level and lateral employee recruitment and
training, as well as employee retention were discussed. Two hiring
bonus options, and a retention incentive program were presented.
9. Miscellaneous/For the good of the order: The August 30th Committee of
the Whole topics and start time were discussed.
