Public Safety Committee Minutes September 6, 2023 Police Court Campus, 1805 Continental Place Councilmember Hulst called the meeting to order at 6:01 pm Present Mayor Boudreau Councilmembers: Brocksmith, Carías, Hudson, Hulst, and Morales Staff: Police Chief Cammock, Fire Chief Brice, Assistant Fire Chief Harris, Special Projects Manager Donovan Citizens: 1 1. Approval of August 2, 2023 Minutes Councilmember Hudson moved to approve the August 2, 2023 committee minutes. Motion seconded by Councilmember Carías. Motion carried 5-0. 2. Fireworks Discussion: Postponed until October 3. North Star Interlocal Leadership Agreement: Postponed pending further discussion with the North Star group. 4. Fire District One Contribution: Fire District One has agreed to reimburse the City $30,000 for the purchase of an ambulance gurney load system. Council agreed to accept the donation. Mayor Boudreau invited Council to sign a letter of acknowledgement. 5. EOC Discussion: Chief Brice reviewed the purpose and function of the Emergency Operations Center. Steps to activation, team assembly, organizational chart, Emergency Procedures Plans, agency hierarchy and the roles of Mayor and Council were presented. Training requirements and recommendations for Council were provided. Public Safety Committee September 6, 2023 Page 2 of 2 6. For the Good of the Order  Mayor Boudreau asked Council to review an email from the City Attorney’s office regarding a records litigation hold.  Council is invited to attend a kick-off event at Mount Vernon High School for Spanish Heritage Month on September 20, 2023. Mayor Boudreau will present a proclamation declaring Spanish Heritage Month at an upcoming Council meeting.  Mayor Boudreau briefed Council on meetings and lobbying she and staff will attend in Washington D.C. later this month.
