ATTACHED: Interlocal Digital Imagery Agreement 2023  CONSENT AGENDA ITEM: F DATE: September 13, 2023 TO: Mayor Boudreau and City Council FROM: Mary Thomas, IT Director SUBJECT: SKAGIT COUNTY FIRE DISTRICT #8 MOBILE WIRELESS AGREEMENT RECOMMENDED ACTION: Staff recommends Council make a motion to authorize the Mayor to sign the agreement between Skagit County Fire District #8 and the City of Mount Vernon’s Information Services Department for mobile wireless services INTRODUCTION/BACKGROUND: Fire District 8 was previously getting these services under the City of Sedro Woolley’s Mobile Wireless Agreement with the City of Mount Vernon. RECOMMENDATION: Council move to authorize the Mayor to sign the Mobile Wireless Agreement with Skagit County Fire District #8 ATTACHED: Skagit County Fire District #8 Mobile Wireless Agreement 2023  AGENDA ITEM: A DATE: September 13, 2023 TO: Mayor Boudreau and City Council FROM: Isaac Huffman, Library Director SUBJECT: INTERLOCAL AGREEMENT WITH SKAGIT COUTY RECOMMENDED ACTION: Motion INTRODUCTION/BACKGROUND: Every year Skagit County provides funds to support the use the library by unincorporated residents. In 2022 we will receive an amount slightly smaller amount than 2022, at $13,074. The library values this support because it allows us to charge unincorporated families about 50% less for out of district cards. This makes the library an affordable destination for those outside our city. FINDINGS/CONCLUSIONS: The terms in this agreement align with past interlocal library agreements and this agreement helps us better support people with Mount Vernon Addresses outside of city limits. RECOMMENDATION: Approve ATTACHED: INTERLOCAL COOPERATIVE AGREEMENT FOR LIBRARY MATERIALS  AGENDA ITEM: B DATE: September 13, 2023 TO: Mayor Boudreau and City Council FROM: William Bullock, PE – City Engineer SUBJECT: RIVERSIDE DRIVE IMPROVEMENTS 2: CONTRACT AMENDMENT NO. 1 FOR ADDITIONAL DESIGN AND ENGINEERING SERVICES WITH TRANTECH ENGINEERING RECOMMENDED ACTION: Staff recommends amending the Professional Services Agreement with TranTech Engineering LLC (TranTech) for additional engineering and design services for the Riverside Drive Improvements - 2 Project. INTRODUCTION/BACKGROUND: This project combines the design for two projects listed in the 6-Year TIP (Riverside Drive Improvements 1 & 2) from Cedar Street to College Way and College Way to the Skagit River Bridge. This gives the City control over design continuity but still be able to make decisions on whether to phase construction or build as a single larger project. The amendment proposal being brought forward is specifically for Riverside Drive – 2, the portion between College Way and Skagit River Bridge. Improvements include: undergrounding utilities on the westside, replacing the sidewalk on the westside, several sidewalk spot improvements on the eastside, pavement rehabilitation, channelization enhancements, and other amenities. As design commenced for Riverside Drive 2 it became apparent there would be additional work required to complete the project as the City envisioned. Some of these items include:  Right of Way is largely inconsistent with the physical street infrastructure (discovered during survey efforts; 21 additional title reports were needed to mitigate potential impacts.  The draft and final ROW plan are being added to the scope by supplement and was not initially included due to initial understanding.  Environmental permitting needs have increased from original scoping, the items not included in the original scope that are being added are: o A Hazardous Waste memo is needed for NEPA. o Environmental Justice Matrix is required for NEPA. o Preparation of a Biological Assessment will be required due to recent changes enacted by NMFS.  Redesign of Pacific Place intersection to improve safety and level of service.  Complexity to utility undergrounding has increased in coordination with PSE as more detail has been developed through design efforts (joint utility trench options) with the utilities.  The landscape architecture was minimalized during original scoping to meet the available grant funding. City code requires a number of street tree amenities and landscaping improvements for projects of this magnitude which can now be addressed with grant funding. FINDINGS/CONCLUSIONS: Skagit Council of Governments awarded the City an additional $300,000 to the Riverside Drive – 2 Project (STBG program) as part of filling a regional obligation funding gap. This additional funding requires a 13.5% match ($259,500 federal, $40,500 City) – new design total $702,312. This funding will cover the additional design efforts that have evolved since design commenced last year. Note: this design contract combines the design costs of both Riverside Drive projects; the new combined project cost will be $1,399,532. RECOMMENDATION: Motion to authorize the Mayor to execute a contract amendment with TranTech Engineering LLC for additional engineering design services on the Riverside Drive Improvements – 2 Project. Vicinity Map  AGENDA ITEM: C DATE: September 13, 2023 TO: Mayor Boudreau and City Council FROM: HR Director Erin Keator & Police Chief Chris Cammock SUBJECT: POLICE GUILD LATERAL AND RETENTION BONUSES RECOMMENDED ACTION: Motion to authorize the Mayor to enter an MOU with the Mount Vernon Police Services Guild for a Lateral Police Officer and Retention Bonus program. INTRODUCTION/BACKGROUND: The Police Department currently has 7 Police Officer vacancies and 3 Police Officers in or entering the police academy. Seven cities surrounding Mount Vernon offer financial bonuses to lateral police officers ranging from $15,000 to $30,000. Nineteen additional cities across the state offer similar incentives. The estimated savings from hiring and training an entry level Police Officer is $80,000. The Lateral Police Officer and Retention Bonus is approximately $50,000 and provides incentives for a lateral candidate and recruiting/retention for existing Police Officers. FINDINGS/CONCLUSIONS: The ability to maintain a competitive advantage in attracting qualified candidates as well as providing public safety services the community has grown to expect makes this program necessary at this time. RECOMMENDATION: Based on the above information, staff is requesting that City Council authorize the Mayor to enter into an MOU with the Mount Vernon Police Services Guild for a Lateral Police Officer and Retention Bonus program ATTACHED: Memorandum of Understanding
