Development Services Committee Minutes May 15, 2024 Police Court Campus, 1805 Continental Place Councilmember Brocksmith called the meeting to order at 6:01 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carias, Hudson, Tercero and Vander Stoep Staff: City Attorney Rogerson, Development Services Director Pratschner, Principal Planner Lowell, and City Clerk Jensen Citizens: 5 1. Approval of March 20, 2024 committee minutes. Councilmember Carias moved to approve the March 20, 2024 committee minutes. Motion seconded by Councilmember VanderStoep Motion carried 6-0. 2. Development Services Monthly Report:  Permit activity is up.  Staffing update.  Comprehensive Plan update  RFQ are in the review process by the committee. draft contract to be presented in June. 3. Managed Ecosystem Alternative: Buffer Buy-Down:  Background information was provided by Dr. Lyndon Lee and Ms. Lowell, critical area updates, developed an ecosystem regulations as an alternative to the standard ‘big buffer’ option, wetland mitigation is not allowed – buffers are allowed. No net loss of function is allowed, must be provable. Sites are maintained and monitored by the city. Historical information- FCI scaling. Impact Fee Discussion: Transportation Element of CIP, overview and calculation of traffic impact fees were discussed. Timing for reviewing Parks, Fire and School impact fees were reviewed. 5. Agenda Requests  Permit timelines  Parking  Senate Bill 6015 6. Miscellaneous:  The June committee is on a holiday, so the meeting is rescheduled for June 20th. Councilmember Beaton asked to have the meeting recorded.  Ms. Lowell addressed zoning density and lot division  Room set up was briefly discussed.
