Finance & Parks and Enrichment Services Committee Minutes May 22, 2024 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 pm Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carias Hudson, Molenaar, and Vander Stoep Staff Present: Finance Director Volesky, City Attorney Rogerson, Parks and Enrichment Services Director Berner, Special Projects Manager Sexton, and City Clerk Jensen Citizens 2 1. Approval of April 24, 2024 Minutes Councilmember Brocksmith moved to approve the April 24, 2024 committee minutes. Motion seconded by Councilmember Vander Stoep. Motion carried 7-0. 2. Finance  Library Commons Project Financial Update: The 15M TIFIA loan reimbursement is expected mid-June, the 19M Bond Anticipation Note is due December 2024, and we are waiting for the 12M CFI grant agreement to be executed.  Property Tax – Banked Capacity Discussion: Mr. Volesky explained property tax jurisdiction distribution, levy amounts versus levy rates, levy lids, and banked capacity. Various property tax scenarios were reviewed.  ARPA Fund Discussion: The City was awarded $9,053,048; all funds must be used or contractually obligated by December 31, 2024, and fully expended by December 31, 2026. 3. Parks and Enrichment Services  Presentation – Cascadia Club: Cascadia Club Executive Director Shawna Herring-Jensen provided an overview of the club and their partnership with the Parks Department. Finance & Parks and Enrichment Services May 22, 2024 Page 2 of 2  RCO Grants Update: ° Deferred Maintenance Grant - Phase 1 is complete except for the re-powder of the Kiwanis Park furniture. Phase 2 consisting of painting, restriping basketball courts, and resurfacing at Hillcrest Park will begin in July. ° Community Outdoor Athletic Facilities Grant – Received approval to advance to final application process for a 1.1M grant for a Skate Park.  Bonnie Rae Park: Transitioning to a Community Environmental Learning location.  Summer Programs Update: Summer programs include Big Hitters, Supervised Playground, Rec on the Go, Explore Outdoors, Ask a Naturalist Days, and Birdwatchers Club. 4.
