Public Safety Committee Minutes October 2, 2024 Police Court Campus, 1805 Continental Place Councilmember Beaton called the meeting to order at 6:00 pm Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Carías, Hudson, Molenaar, Tercero, and Vander Stoep Staff: Police Chief Christman, Sergeant Cohen, Outreach Supervisor VonFempe, Finance Director Volesky, City Attorney Rogerson, Special Projects Manager Sexton, Assistant Fire Chief Harris, Parks and Enrichment Services Director Berner, and City Clerk Jensen Citizens: 1 1. Approval of September 4, 2024 Minutes Councilmember Tercero moved to approve the September 4, 2024 minutes. Motion seconded by Councilmember Carias. Motion carried 7-0. 2. Police  North River Commercial Area Issues: Mr. Cohen presented service call statistics for 2023 and year to date 2024. Police staff have partnered with Recovery Cafe and Walmart to assist with trash removal. The Graffiti Prevention Program, Riverside Bridge Business CPTED/Security, and community education programs were reviewed.  Integrated Outreach Services Update (IOS): Ms. Von Fempe presented an update of the IOS program and discussed case studies.  Mayor Donovan provided an update about the recent termination of a contract between the NorthStar organization and Michelle Muething. Public Safety Committee October 2, 2024 Page 2 of 2  Chief Christman provided information about the recent drive-by shooting. 3. Finance  Mr. Volesky reviewed Revenue Policies, the 2025 budget calendar, and presented 2025 Estimated Revenues. Revenue sources include taxes, licenses and permits, intergovernmental services, charges for services, and fines and forfeitures. Property, Sales, and Real Estate excise tax distributions were reviewed. 4. Committee Agenda Requests  The October 16th Development Services Committee will start at 5 p.m.  There will be a Special Joint meeting with the Planning Commission on October 30th, with a start time of 5 p.m.  5. Miscellaneous:  Tenant protections were briefly discussed; Mr. Rogerson will provide additional information at a future meeting.  Mr. Rogerson presented a draft agreement for 1590 recipients. Discussed edits will be incorporated and agreements will be presented to Council for approval at an upcoming meeting.  Mr. Volesky discussed ARPA funding. The meeting adjourned at 8:07 pm.
