Public Works and Library Committee Minutes October 9, 2024 Police Court Campus, 1805 Continental Place Councilmember Molenaar called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Beaton, Brocksmith, Hudson, Molenaar, Tercero, and Vander Stoep Staff: Finance Director Volesky, Capital Programs Manager Reinart, Surface Water Utility Manager Chesterfield, Library Director Huffman, Special Projects Manager Sexton, Development Services Director Pratschner, City Clerk Jensen, and IT Director Thomas Citizens: 3 1. Approval of September 11, 2024 minutes Councilmember Beaton moved to approve the September 11, 2024, committee minutes. Motion seconded by Councilmember Hudson. Motion passed 7-0. Library 2. Library Updates: Library Director.  Library Commons: Review of amended timeline: Soft Opening – October 21st, Garage Opening – Early November, Substantial Completion – November 15th, final completion by year end  Electric Vehicle chargers update: Selected company went bankrupt so working on a solution with a new company  A parking security contract will be presented at an upcoming regular meeting  Receiving Conference Center room rental inquiries  The Murder Mystery activity was a success  Conducting community tours Public Works and Library Committee October 9, 2024 Page 2 of 2 Public Works 3. Surface Water Utility a. Skagit Conservation District (SCD): 2025-2026 Contract will be brought forth for approval at a future meeting. The SCD provides education and outreach services. b. Weather Outlook: Details about the Weather Forecast Office- El Nino/La Nina status and outlook were shared. 4. Project Updates a. Amendments to Transportation Improvement Program (TIP)  Timeline has been updated in response to current and emergent funding opportunities  The amendment adoption schedule was presented b. Blackburn Road Extension  Pursuing federal funding opportunity for 2025. This will require an amendment to the TIP to create a separate planning project  A Regional TIP Update will also be necessary c. Kulshan Trail Lighting Phase 3  City has been awarded federal funding for design and preliminary engineering; this requires obligating funds by March 1, 2025 d. Combined Sewer Separation Feasibility Study  An amendment to the Wilson Engineering contract will be requested at the October 23rd regular council meeting.  A summary of the study goals was presented. 5. Agenda Requests 6. Miscellaneous a. Climate Planning Commerce Grant: Staff will present a $500,000 Department of Commerce, Climate Planning contract at the October 23rd regular meeting.
