Approval of September 18, 2024 committee minutes: The minutes were approved as presented 2. 2025 Budget Discussion: Mr. Volesky presented the preliminary 2025 budget totaling $103,663,556. The budget includes a reserve of 16%, which meets the City’s fiscal policy of 15%. The property tax levy includes the use of the remaining banked capacity of $548,115, the 1% allowable and all refunds and new construction. Sales tax estimates remain at the 2024 level. Mr. Volesky reviewed recent updates and the budget calendar. ARPA, City Council, Mayor, Municipal Court, Non-Department Finance, and Lodging Tax budget overviews were presented. 3.
