Approval of September 25, 2024 Minutes Councilmember Molenaar moved to approve the September 25, 2024, committee minutes. Motion seconded by Councilmember Tercero. Motion carried 6-0. 2. Finance 2025 Budget Discussion  Doug provided a timeline update and a few small updates since the budget book was distributed. Directors Legal, HR, Police, (staffing, bwc equipment, maintenance, and storage) Fire (staffing, training, overtime) DS (consultant funding for downtown study, fee schedules,) Parks and Enrichment Services (CWP, grants), and Library and (opening, parking garage and third street opening, ) presented and discussed their budgets 3.
