Public Works and Library Committee Minutes May 14, 2025 Police Court Campus, 1805 Continental Place Councilmember Hudson called the meeting to order at 6:00 p.m. Present Mayor Donovan Councilmembers: Brocksmith, Carias, Hudson, Tercero, Staff: Public Works Director Phillips, Capital Programs Manager Reinart, Library Director Huffman, Special Projects Manager Sexton, Fire Chief Harris, City Clerk Jensen, IT Director Thomas, City Attorney Rogerson, WWU Manager Duranceau Citizens: 1 1. Approval of April 9, 2025, committee minutes Councilmember Tercero moved to approve the April 9, 2025, minutes. Motion seconded by Councilmember Carias. Motion approved 4-0. Library 2. Library Updates a. The final construction update was provided; the building received its certificate of occupancy. Selection of kitchen equipment is this week and 2026 revenue projection has doubled. b. Makerspace is getting lots of use by patrons of all ages. c. Dia event was a success with 175 people in attendance. Storytime continues to be popular and well attended. The library has partnered with the Mount Vernon School District to fund a Learn-to-Read bench . d. State/Federal Library support has stopped; the city has lost $5,000 in direct funding. The State Database Program has been discontinued, and eBooks may default back to local control. e. Library staff participated in the Cinco de Mayo Parade. Public Works Public Works and Library Committee May 14, 2025 Page 2 of 2 3. 2026-2031 Transportation Improvement Program (TIP) Update: Mr. Reinart reviewed the contents of the 2026-2031 TIP Package that will be provided to Council and posted to the website on May 16th. The timeline for review and approval was also reviewed. 4. Transportation Project Updates a. LaVenture Road Widening: This is in the final design, notification has been provided to surrounding property owners, two right-of-way purchases are complete, and coordinating with PSE for pole placement. Construction is scheduled for Fall 2025 to Spring 2026. b. Kulshan Trail Lighting 3: City has received WSDOT funding authorization. A design consultant has been selected; a contract will be presented for approval next month. c. 2025 Street Overlay: The project will focus on Old Highway 99, south of the Balckburn intersection with construction taking place during fall 2025 and spring 2026. d. Pavement and Preservation Plan: Staff is reviewing the three statements of qualifications received and will present a contract for approval in July. e. ADA Transition Plan Update: Work on website updates, public information and mapping will begin in June. 5. Public Works Director Update a. SR536 Bridge Update: Bridge height requirements and navigability were discussed. The City will continue to work with the State of Washington to explore options for improvements or replacement of the bridge. b. ARPA Funded Project Update: The following projects are complete: Police/Court Campus – HVAC and gate/fencing, Old Library demolition, Finance front desk. An update of the Hillcrest Park Facility Improvement Project was provided. The Stokely Tower project is cancelled. c. Library Commons Project Update: Certificate of Occupancy has been issued. 6.
