CALL TO ORDER Chair Marc Roddin called the meeting to order at 6:30 p.m. 2. ROLL CALL Staff members present: Assistant Public Works Director Dawn Cameron, Transportation Manager Ria Hutabarat Lo, Associate Civil Engineer Renee Gunn, Transportation Planner Nate Baird, Senior Planner Eric B. Anderson, Police Lieutenant Frank St. Clair Public Present: Five members of the public were present. Present 5 - Committee Member Valerie Fenwick, Committee Member Kalyanaraman Shankari, Committee Member Theron Tock, Vice Chair Greg Unangst, and Chair Marc Roddin 3. ORAL COMMUNICATIONS FROM THE PUBLIC Don Shymond proposed pursuing a trikes for seniors program, and suggested that funds from Google or other local technology companies could be used to purchase a dozen trikes. Seniors could make use of them when visiting Shoreline Lake Park or other venues. Sandhya Laddha, Program and Advocacy Coordinator for the Silicon Valley Bicycle Coalition, advocated for T-intersection improvements, where new design elements could make walking and bicycling easier, at various locations in Mountain View. 4. MINUTES APPROVAL 4.1 190308 Minutes Approval Overview: Minutes for the March 27, 2019 meeting have been delivered to Committee members and copies posted on the City Hall bulletin board. If there are no corrections or additions, a motion is in order to approve these minutes. Replace Goal II. 2c with the following text: B/PAC is interested in exploring the pedestrianization of the 100 block of Castro St. The motion carried by the following vote: Yes: 5- Committee Member Fenwick, Committee Member Shankari, Committee Member Tock, Vice Chair Unangst, and Chair Roddin 5. NEW BUSINESS 6.1 190304 Bicycle/Pedestrian Collision Data Update Overview: Staff from the Mountain View Police Department will provide an update on bicycle and pedestrian collisions in the City of Mountain View. Attachments: 6.1 - ATT 1 - 1st Quarter 2019 Bicycle Pedestrian Collisions 6.1 - ATT 2 - 4th Quarter 2018 Bicycle Pedestrian Collisions Collision Data Weblink Police Lieutenant Frank St. Clair provided the attached data on bicycle and pedestrian collisions in the City of Mountain View. B/PAC members requested that City staff look into posting the distributed and attached collision data sheets to the City's website, and to look into providing comparative data for past months or years to provide better context for the reports. 6.2 190303 Public Draft - East Whisman Precise Plan Overview: Staff is seeking B/PAC comments on the Public Draft of the East Whisman Precise Plan, including the Multi-Modal Circulation Network, Street Design Standards, and Implementation Actions. Attachments: Public Draft - East Whisman Precise Plan Attachment 2 - Summary of Prior Meetings Following a presentation by Senior Planner Eric Anderson, the Committee provided comments on the Public Draft of the East Whisman Precise Plan, including the Multimodal Circulation Network, Street Design Standards, and Implementation Actions. Comments included unanimous support for a crossing of the light rail corridor at Street C, and general preference for an undercrossing as long as it is comfortable, safe, and well-lit, especially for pedestrians. General comments also included concern about the potential for patchwork development, a desire for complete sidewalks and ties to Safe Routes To School (SRTS). For instance, a SRTS map should be included for both elementary and middle schools. City of Mountain View Page 2 Bicycle/Pedestrian Advisory Minutes - Final April 24, 2019 Committee The Committee also suggested upgrading Middlefield Rd. and other large avenues currently proposed as buffered bike lanes to Class IV protected bikeways. This includes any roads with a posted speed limit of 35 mph or higher. B/PAC also recommended that large avenues such as Middlefield Rd. should have substantial pedestrian crossing treatments, including elements such as beacons or in pavement lights. The Committee also recommended analysis to determine which bicycle routes inlcude a segment along any large avenue with a speed limit of 35 mph or higher without a separated facility. Additionally, members indicated that bike facilities are also needed on Ferguson Dr. 6.3 190305 Fiscal Year 2018-19 Bicycle/Pedestrian Advisory Committee Work Plan Overview: The Committee will review the Fiscal Year 2018-19 Bicycle/Pedestrian Advisory Committee (B/PAC) Work Plan and provide updates on their recent activities. Attachments: 6.3 - BPAC Work Plan FY 2018-19 6.3 - ATT 1 - Work Plan TAL The Committee reviewed the Fiscal Year 2018-19 Work Plan and provided updates on recent and upcoming activities. 6.4 190306 Valley Transportation Authority (VTA) Bicycle & Pedestrian Advisory Committee (BPAC) Update Overview: The Committee will receive a report from the City's VTA BPAC representative on the VTA BPAC agenda items. Though he was unable to attend, Vice Chair Unangst reported on items covered at the April 10th VTA BPAC meeting. These included updates on the Measure B bicycle/pedestrian program criteria being developed over the summer and work the County is undertaking to update their guidelines for bicycle accommodations on their roadways. 7. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS 7.1. Staff Comments Staff reported 5 Ask MV queries in April. Ria Hutabarat Lo attended the Mountain View Earth Day event on April 20th. The new (Mountain View City Code) MVCC Article VI, Related to Bicycles, Electric Bicycles, Motorized Scooters, and Transportation Devices ordinance passed on April 9th, and will become effective on May 9th, Bike to Work Day. Assistant Public Works Director Dawn Cameron gave an update on the Council Goals session held on April 23rd. Transportation related priorities include studying options for a City of Mountain View Page 3 Bicycle/Pedestrian Advisory Minutes - Final April 24, 2019 Committee traffic operations center, a traffic management program, revisions to the Neighborhood Traffic Management Program (NTMP) and Residential Parking Permit (RPP) program, and a citywide TDM program. Council will begin considering the make up of the Capital Improvment Program on April 25th. Also, on May 13th, the City Transportation Committee will receive a presentation on options for implementing bikeway and pedestrian crossing elements identified in the El Camino Real Streetscape Plan. 7.2. Committee Comments B/PAC members spoke about an upcoming talk at Berkeley on April 26th about developing model regulations for personal delivery devices and shared devices. B/PAC members also expressed concerns about patrons of Flying Fish Swim School utilizing sidewalk space on Wright Ave. for parking. 8.
