CALL TO ORDER Chair Marc Roddin called the meeting to order at 6:30 p.m. 2. ROLL CALL K. Shankari arrived at 6:42 p.m. Staff members present: Assistant Public Works Director Dawn Cameron, Transportation Manager Ria Hutabarat Lo, Transportation Planner Nate Baird. Public present: Four members of the public were present. Present 5 - Committee Member Valerie Fenwick, Committee Member Kalyanaraman Shankari, Committee Member Theron Tock, Vice Chair Greg Unangst, and Chair Marc Roddin 3. ORAL COMMUNICATIONS FROM THE PUBLIC Eric Stabell presented ideas for future bike paths for the Terra Bella area, including Permanente Creek Trail connections. He also expressed interest in a feasibility study for a tunnel underneath the 85 freeway to connect the Terra Bella area to Stevens Creek Trail and Moffett Boulevard (via the Ameswell path). 4. NEW BUSINESS City of Mountain View Page 1 Bicycle/Pedestrian Advisory Minutes - Final June 26, 2019 Committee 6.1 190452 Scooter Share Pilot Program Memo Overview: Staff is seeking B/PAC comments on the development of a pilot scooter share program. Attachments: 6.1 - Scooter Share Pilot Program Memo Following a staff presentation, members of the public expressed concerns about the dangers of dooring, taking care of people who are injured, and the stability of e-scooter devices. Commenters suggested required video training and collecting usage data on ridership by the age and gender of users. B/PAC members generally agreed that many members of the general public were interested in using the devices, and that the devices have potential to help people avoid using automobiles, especially if implemented citywide. B/PAC members expressed general support for a scooter share program while expressing concerns about the safety of e-scooters, and the potential for head injuries. In particular, members expressed concerns about speed, device stability, DUIs, road conditions, and the lack of helmet usage by many users. They generally supported careful oversight and regulation of a potential scooter share program. Some members expressed reservations about the efficacy of training videos and they suggested penalizing operators for users not following rules correctly and providing targeted enforcement. B/PAC also encouraged, in order to to ensure the success of the program, the establishment of a substantial number of designated parking areas, such that users have plenty of options for beginning and ending their trips. 6.2 190453 Draft B/PAC Fiscal Year 2019-20 Work Plan Overview: Staff will introduce a draft Fiscal Year 2019-20 Work Plan with suggested items and is soliciting input from the B/PAC regarding additions to, or deletions from, the proposed Work Plan . Attachments: 6.2 - Draft FY 19-20 Work Plan Memo 6.2 - ATT 1 - Draft FY 19-20 Work Plan 6.2 - ATT 2 - Work Plan TAL B/PAC members requested the opportunity to weigh in on Terra Bella Visioning processes, as well as the Castro Street pedestrian mall feasbility study. The committee will also be asked to weigh in on the Comprehensive Modal Plan which is underway, and the Pedestrian Master Plan update, slated for 2021. 6.3 190450 Valley Transportation Authority (VTA) Bicycle & Pedestrian Advisory Committee (BPAC) Update Overview: The Committee will receive a report from the City's VTA BPAC representative on the VTA BPAC agenda items. Greg Unangst discussed items from the May 8th meeting, including TDA3 projects across Santa Clara county, such as a Foothill Expressway bicycle facility and Mountain View's Shoreline/Villa project. City of Mountain View Page 2 Bicycle/Pedestrian Advisory Minutes - Final June 26, 2019 Committee 7. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS 7.1. Staff Comments Staff responded to eight AskMV requests in May, and six in June. Topics included pedestrian sidewalk conditions, signage, and bike lane pavement conditions. Staff reported that design work is underway for a new signalized crossing for the Permanente Creek Trail at Charleston Rd. Staff also highlighted the August 1st Silicon Valley Bike Summit, which will be accompanied by a pop-up protected bikeway on California Street and will be capped by Thursday Night Live "Bike Night" that same evening. Staff announced that Alta Planning was selected as the City's new Safe Routes to School contractor. They also announced that Council gave their support for removing on-street parking to add Class IV protected bikeways on El Camino Real (ECR) from Sylvan Avenue to Castro Street. Council also supported the recommendation that staff work with Caltrans to incorporate ECR bike and pedestrian improvements into an upcoming Caltrans repaving project. 7.2. Committee Comments K. Shankari expressed appreciation for City posters on bike projects, regarding new rules, and upcoming transportation improvements that staff have been using at outreach events such as Bike to Work Day and at Thursday Night Live tabling. Greg Unangst described successful active transportation facililites he observed on a recent trip to Europe, including pedestrianized streets, woonerven, and foot rests for bicyclists at intersections in Copenhagen. Marc Roddin shared about the bike month proclamation he received on their behalf in May and suggested that next year, staff inform MTC of Mountain View elected officials who participate in Bike to Work Day. Marc also attended a CNC meeting. Valerie Fenwick reported that London is getting much better for bicycling. Valerie also reported on some CRMs needing attention and voiced concerns about requiring users to make a phone call to the Police Department for issues such as parking violations at Flying Fish Swim School versus having an infrastructure solution such as rubber curbs which would make such violations impossible. 8.
