ORAL COMMUNICATIONS FROM THE PUBLIC Barry Burr requested bike lanes along Fairchild Drive between Whisman Road and Ellis Street and along Ellis Street from Fairchild Drive to Manila Avenue in order to fill a gap in the complete streets network in Mountain View. There are pinch points at the Valley Transportation Authority (VTA) station and difficult conditions going under US-101. 4. MINUTES APPROVAL 4.1 190566 Minutes Approval Overview: Minutes for the June 26, 2019 meeting have been delivered to the Committee members and copies posted on the City Hall bulletin board. If there are no corrections or additions, a motion is in order to approve these minutes. NEW BUSINESS 6.1 190560 Bicycle/Pedestrian Collision Data Update Overview: Staff from the Mountain View Police Department will provide an update on bicycle and pedestrian collisions in the City of Mountain View. Attachments: Collision Data Weblink Lt. Mike Canfield from MVPD presented pedestrian and bicycle collision data for April – June 2019 including 14 bicycle collisions, and 8 pedestrian collisions, including one fatality. Collisions that are still under investigation are not included. 6.2 190564 Draft El Camino Real Streetscape Plan, Project 16-67 Overview: Staff will present the Draft El Camino Real Streetscape Plan Report (Attachment 1). The report provides design concepts and recommendations to achieve the mobility guidelines set forth in the El Camino Real Precise Plan and the Caltrans District 4 Bike Plan. Attachments: 6.2 - Draft El Camino Real Streetscape Plan, Project 16-67.pdf Draft El Camino Real Streetscape Plan (link) Transportation Planner Helen Kim provided a presentation and update on the Draft Streetscape Plan. Public comment: Barry Burr opposed the protected bikeways, citing the need for regular cleaning and more width than will be assigned. He preferred an 8 to 10 foot wide accommodation. Another member of the public supported the bikeway concept, as well as retaining trees in the median. B/PAC comments: B/PAC members expressed support for the project, including its Class IV protected bikeways with physical barriers, as well as accessiblity features for all ages and abilities. Members also praised the parking study and offered some suggestions for improving the project, including using rubber barriers with gaps to allow bicyclists to exit if needed; considering ped/bike volumes when looking at intersection treatments; and adding a protected bikeway across Highway 85, as a median protected bikeway, or sidewalk Class 1 multi-use trail. Motion - M/S - Unangst / Tock - Motion carried 4-0-0; Fenwick absent; To accept report as written and recommend to the City Council approve the Plan and move ahead with design and implementation of the project. Attachments: 6.3 - ATT 1 - FY 2019-20 Bicycle Pedestrian Advisory Board Work Plan.pdf 6.3 - ATT 2 - Work Plan TAL.docx The Committee reviewed the Fiscal Year 2019-20 Work Plan and provided updates on recent and upcoming activities. 6.4 190562 Valley Transportation Authority (VTA) Bicycle & Pedestrian Advisory Committee (BPAC) Update Overview: The Committee will receive a report from the City's VTA BPAC representative on the VTA BPAC agenda items. Member Greg Unangst discussed VTA BPAC input at the July 10, 2019 meeting on the regionally significant projects list. The list, due by the end of August, included a significant number of highway projects. Assistant Public Works Director Dawn Cameron indicated that the task is actually about identifying projects that are likely to have regional air quality impacts. While other projects will improve air quality and are prioritized, this list is specifically those that are likely to negatively impact regional air quality to some degree. The VTP 2050 will emphasize complete streets, but this process is for the analysis of air quality. The VTA BPAC also reviewed Measure B Capital Projects grant criteria. The Silicon Valley Bicycle Coalition requested a 5 point item be assignable to communities with high collision rates and low-income populations. At the VTA Board, there was a motion to increase that point allowance 10 points. Staff favors keeping it at 5. The August VTA BPAC meeting was cancelled. 7. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS 7.1. Staff Comments Staff reported six AskMV requests in June and one in July. Topics in June included weed removal requests and intersection improvements, including the Montecito/Stierlin intersection. Staff explained that the City may do a buffered bike lane between Montecito and Middlefield. The one AskMV in July related to the Stevens Creek Trail on-ramp at Evelyn. Staff explained that there is a crossing option for bicyclists at the signal at Highway 85 and Evelyn Avenue that allows bicyclists to to actuate a push button to request a green ball. All other travel directions are stopped with a red light. Staff also reported on the success of August 1st bike events, including the Silicon Valley Bike Summit, a pop up protected bikeway on California Street, and a bike themed Thursday Night Live (TNL), which featured mobility groups, and a Safe Routes to School bike rodeo kickoff. There were lots of moving parts and staff learned a lot in the process. Transportation Planner Nate Baird also led bike tours of Mountain View as part of the Bike Summit. Committee Comments Greg Unangst reported that he would like to encourage Sunnyvale to move forward with partnering with Mountain View on the Stevens Creek Trail extension project. He also inquired about the Colony Street connection to the Permanente Creek Trail. Staff explained that the Colony Street connection is now in the City's adopted Capital Improvment Program. Marc Roddin visited Nova Scotia and shared about walking out onto the ocean floor at low tide. Theron Tock tabled Thursday Night Live events over the summer and found that people enjoyed engaging with maps and cross-sections of design plans. K. Shankari noted that BayWheels/Lyft removed all their electric bikes from service due to fires in the batteries. Their exclusive contract has meant that much of the Bay Area cities served by Bay Wheels no longer have access to electric bikes, which were quite helpful in hilly cities like Berkeley.
