CALL TO ORDER Chair Marc Roddin called the meeting to order at 6:30 p.m. 2. NEW BUSINESS 6.1 190608 Bike Share Program Evaluation and Scooter Share Pilot Program Attachments: 6.1 - Bike Share Program Evaluation and Scooter Share Pilot Program 6.1 - ATT 1 - Dockless Pilot Evaluation 6.1 - ATT 2 - Alta Planning Mountain View Bike Share Survey Results 6.1 - ATT 3 - Bike Share Permit Application Transportation Planner Nate Baird provided a presentation on bike share evaluation results and proposed scooter share pilot program. City of Mountain View Page 1 Bicycle/Pedestrian Advisory Minutes - Final September 25, 2019 Committee Public comment: Elizabeth Louis supported the bike and scooter share program asked three questions about programs in neighboring cities, discounted rates for low income residents, and requirements for scooter companies to share data with the City. Committee comments: In relation to the bike share evaluation, the B/PAC noted that they appreciated seeing the spatial data, and that bike share distances traveled also seem appropriate distances for scooters. B/PAC members expressed interest in more prescriptive bike share data sharing requirements including: more data on destinations, bike IDs for each trip, and GPS points along routes. In relation to scooter share B/PAC members expressed concern about restricting parking to designated hubs, and suggesting that free floating parking be permitted outside of downtown core. B/PAC members indicated that restricting parking locations to designated hubs will make it less likely for users to find a scooter within a thousand feet. They suggested that incentives should be put in place to encourage dense deployment of scooters, and indicated that there is a need for sufficient designated locations, including striping some vehicle parking spaces. B/PAC supported an 18 year old minimum age requirement. B/PAC also discussed requiring helmets be made available. Finally, B/PAC requested that the City’s website information on bike share be updated. MOTION - M/S - Fenwick/Tock - Carried 4-0-0; Unangst absent - Recommend that the City continue the bike share program. MOTION - M/S - Tock/Shankari - Carried 3-1-0; Fenwick opposed, Unangst absent - Recommend that the City proceed with a pilot scooter share program. MOTION - M/S - Shankari/Tock - Carried 4-0-0; Unangst absent – Recommend that, if the City Council moves forward with a pilot scooter share program, 1) operators be encouraged to provide a helmet program, and 2) Council deliberate on restricting scooter use to those 18 years and older. 6.2 190610 B/PAC Fiscal Year 2019 Work Plan Attachments: 6.2 - FY 2019-20 Bicycle Pedestrian Advisory Board Work Plan 6.2 - ATT 2 - Work Plan TAL The Committee reviewed the Fiscal Year 2019-20 Work Plan and provided updates on recent and upcoming activities. 6.3 190611 Valley Transportation Authority (VTA) Bicycle & Pedestrian Advisory Committee (BPAC) Update As Member Greg Unangst was absent, there was no report on the VTA BPAC. 7. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS 7.1. Staff Comments City of Mountain View Page 2 Bicycle/Pedestrian Advisory Minutes - Final September 25, 2019 Committee Staff reported 4 AskMV requests in September. Topics included infrastructure, curb ramps, pavement conditions, school traffic, and a collision. Staff also made several event and project announcements: the El Camino Real Streetscape Plan will be reviewed by City Council on October 1; a CNC meeting will be held at Bubb Elementary on September 25 and October 10; a Vision Zero community meeting will be held on October 28; and staff tabling for Vision Zero will be conducted at the Spanish/English storytime and Bike Clinic at the Library on October 19 and the Monster Bash on October 26. (Please note that the Vision Zero community meeting date has since been changed to November 4.) Staff also provided the following additional updates: BPAC applications are due on September 27. Also, upcoming events include a Safe Routes for Seniors workshop sponsored by Stanford Health Care on October 15, and ongoing Safe Routes to School meetings and planning work. 7.2. Committee Comments Shankari inquired about a news article about federal highway funds being withheld due to air quality. She also inquired about construction impacts affecting access in the neighborhood between Rengstorff Avenue and San Antonio station. Staff explained that the City has acquired a property to help deal with the issue in the future. Shankari also inquired about the Castro Street protected bike lanes and the potential to add an access point closer to the Graham Middle School bike cage. Tock attended two ridealongs with MVPD officers and recommended them as very interesting and perspective enlarging. Fenwick announced that she’s started riding a bike again (having taken a break due to an injury). She inquired about the Permanente Creek Trail crossing at Charleston, which is moving into the construction phase in 2020, and an old February AskMV request related to lighting on the Shoreline path. 8.
