ORAL COMMUNICATIONS FROM THE PUBLIC No speakers. 4. MINUTES APPROVAL 4.1 Approve Meeting Minutes MOTION – M/S Tock/Shankari - Approve the minutes from the B/PAC meeting on January 29, 2020. The motion carried by the following vote: Yes: 3- Committee Member Shankari, Committee Member Tock, and Chair Unangst Absent: 2- Vice Chair Adamic, and Committee Member Fenwick 5. UNFINISHED BUSINESS None. 6. NEW BUSINESS 6.1 Pedestrian Master Plan Review No public comment on this item. City of Mountain View Page 1 Bicycle/Pedestrian Advisory Committee MEETING MINUTES 2/26/2020 The Committee noted that the more terse comments over time do not reflect a lack of work to be done. Instead, the comments are cumulative and members aim not to be repetitive. Some line items require significant work to be done when the plan is updated. New items include: • Addressing robots in the update; • Removing ghost curb cuts where there is no driveway e.g. Middlefield Road. • Limiting driveways for businesses at new developments. • Considering the suitability of curb styles (square v. rolled) on pedestrian mobility. • Planning to proactively completing sidewalk gaps rather than waiting for significant remodels or regrettable events. • Providing an ongoing program to fund the completion of sidewalk gaps such as along Marich near El Monte. • Starting the PMP update. 6.2 B/PAC Members' Manual Transportation Manager Ria Hutabarat Lo presented information on the item referral process. There was no public comment on this item. Members expressed appreciation for the additional information and requested that the links be made live. 6.3 Interactive Bike Map Transportation Planner Baird presented the updated Interactive Bikeway Map. A member of the public noted that the map is more for planning, not daily users. The colored routes are least rideable because they have high traffic. A committee member recommended the City upload the map to OpenStreetMap (OSM) so other tools can consume the information effectively. A member also suggested that comments on map updates be sent to VTA as part of their Countywide Bikeway Map, which is underway. MOTION - M/S - Shankari/Tock - That the City investigate moving the GIS data associated with the updated bikeway map into the OpenStreetMap (OSM) format. If it is easy, the City should move data into OSM. If it is difficult, staff should return to B/PAC for further consideration. The motion carried by the following vote: Yes: 4- Committee Member Shankari, Committee Member Fenwick, Committee Member Tock, and Chair Unangst City of Mountain View Page 2 Bicycle/Pedestrian Advisory Committee MEETING MINUTES 2/26/2020 Absent: 1- Vice Chair Adamic MOTION – M/S - Shankari/Tock – That the City investigate what would be involved to do periodic data pulls from OSM to resolve conflicts between crowd sourced and City maintained GIS data on bikeways. The motion carried by the following vote: Yes: 4- Committee Member Shankari, Committee Member Fenwick, Committee Member Tock, and Chair Unangst Absent: 1- Vice Chair Adamic The Committee recommended the following changes to bikeway designation: • Miramonte Avenue near McKelvey Park is not suitable as a Class III bike route; • Latham / Church Street from Calderon to San Antonio gets heavy use and should be designated as Class III; and • Foxborough and Glenborough Drives from Dana Street trail to E Dana Street in Sunnyvale should be Class III. B/PAC members provided the following map corrections: • Marilyn Drive has a Class I cut through between the two segments; • San Antonio has a Class II facility between El Camino and California; • Middlefield Class II drops on the northbound side at Old Middlefield. • A housing development on El Camino Real is adding a new Class I facility added between Del Medio and Cesano; • Stevens Creek Trail extension should be on the east side of SR 85; • There is no longer a gap on Maude Avenue between Logue and Clyde and under 237. • Class II facilities are planned on Bernardo Avenue north of Central Expressway; • Along Light Rail between Middlefield and Whisman station check the connection to Pacific; and • Logue connection to Middlefield Station. Committee members also noted that Montecito Avenue does not function well as a Bike Boulevard and requested infrastructure improvement. The segment on Montecito from Farley to Rengstorff was noted as particularly in need of improvement. Beyond Rengstorff, the RAILS bike boulevard does not function well due to the circuitous routing. 6.4 B/PAC Fiscal Year 2019-20 Work Plan A member of the public, April Webster, requested that a gap in implementation of the El Camino Real Streetscape Plan with the Caltrans project be added to the work plan. The committee reviewed the Fiscal Year 2019-20 Work Plan and provided the following updates on recent and upcoming activities: City of Mountain View Page 3 Bicycle/Pedestrian Advisory Committee MEETING MINUTES 2/26/2020 • Spring Parade will be on April 25. This year’s Spring Parade will feature a Bike Rodeo and Bike Valet. • Greg Unangst will be at the BTWD Energizer station at Stevens Creek Trail. • Committee Member Fenwick noted that we have not had an update from the Police Department recently. 6.5 Valley Transportation Authority (VTA) Bicycle & Pedestrian Advisory Committee (BPAC) Update Chair Unangst provided a report on three VTA BPAC meetings. Chair Unangst noted that the Measure B Ped/Bike grant applications are due on March 23, 2020. Staff confirmed that they would submit applications to the program. Chair Unangst also reiterated that VTA would be updating the Countywide Bikeway Map. Edits may be emailed to Transportation Manager Hutabarat Lo. 7. COMMITTEE/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS 7.1. Staff Comments Staff upcoming City events: SheCan girls’ empowerment event at the Community Center with Police Department on March 7; Green Streets Symposium at the Community Center on March 12, Earth Day at the Community Center on April 18, Spring Parade on April 25, SRTS Bike Rodeo and Bike valet at Pioneer Park on April 25, and Public Space / Public Life survey on Castro Street with Gehl Associates on April 28. (All events were subsequently cancelled.) Transportation Planner Baird noted that there were a number of AskMV requests, announced he would be changing jobs to become the Parking and TDM Manager for the City of Palo Alto, and stated Transportation Manager Ria Hutabarat Lo will oversee B/PAC until a new Transportation Planner is hired. 7.2. Committee Comments Committee Member Fenwick thanked Transportation Planner Baird, offered to share lessons from the SVBC B/PAC Effectiveness Training at an upcoming meeting, and shared a damaged helmet. Committee Member Shankari stated she accepted the Directors Fellowship with the National Renewable Energy Laboratory in Colorado. 8. SET DATE AND TIME FOR NEXT MEETING 9. CALENDAR 10.
