Special Meeting
1. CALL TO ORDER
Chairperson Su called the meeting to order at 7:03 p.m.
2. ROLL CALL
Present 4 - Member Phyllis Bismanovsky, Member Kristin Higaki, Member Nicole Vogt, and Chair Sharon

Absent 1 - Vice Chair Eric Nehrlich
3. MINUTES APPROVAL
3.1 Approval of Minutes from October 16, 2023
MOTION - Vogt/Bismanovsky (M/S) to approve the Minutes from the October 16, 2023, Board for Library
Trustees Meeting as presented. Motion carried. Votes taken by roll call.
Yes: 4 - Member Bismanovsky, Member Higaki, Member Vogt, and Chair Su

There were no public comments.
5. DONATIONS
5.1 Library Donation
Accept Library Donation:
$ 250 - Anonymous
MOTION - Higaki/Bismanovsky (M/S) to accept donations. Motion carried. Votes taken by roll call.
Board member, Vogt thanked the anonymous donor for their generosity.
6. PRESENTATIONS
6.1 New Learners Program Presentation
Librarian, Mark Jack gave a presentation on the Adult Learners Program. Tutoring sessions in English
reading and writing skills will be offered. Sessions will utilize the Roles and Goals Framework to help guide
tutoring sessions and will give the opportunity for each learner to decide on their goals. The program will aid
learners with constructing their learner portfolio and help guide their progress to meet their goals. Noting, if
the program is successful, it may expand to offer more literacy programs such as Family Literacy, Digital
Literacy, Math Literacy, ESL tutoring and Citizenship classes.

8. NEW BUSINESS
8.1 Board of Library Trustees' Meeting Dates for Calendar Year 2024
Library Director, Tracy Gray gave a summary on the proposed meeting dates and holidays for the next
calendar year 2024. Recommended to adjust the meeting date for the month of December if needed due to
holidays.
MOTION - Higaki/Su (M/S) to accept the Board of Library Trustees' 2024 meeting dates. Motion carried.
Votes taken by roll call.

9. BOARD/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS
9.1 Library Director's Report
Library Director, Tracy Gray gave an update on the Bookmobile ribbon cutting event that will be held on
Wednesday, January 10. Shared an update about the new Board member, Kuldip Ambastha who will be
appointed at City Council's meeting on December 12, 2023 and will start serving on the Board's January 22,
2024 meeting. Thanked Board member, Phyllis Bismanovsky for her years of service and appreciated all the
work she's done during her time serving on the Board of Library Trustees.
Chairperson Su, also thanked Board member Bismanovsky for her years of service.
Board member Vogt, thanked Board member Bismanovsky for her service and filling in when there was a
vacancy for the needs of the library.
9.2 Agenda Setting
- Elect Chair and Vice Chair.
- Welcome new Board member.
10. ADJOURNMENT
The meeting is adjourned at 7:40 p.m.
The next Board of Library Trustees' meeting will be held on Monday, January 22, 2024, at 7:00 p.m.

aside this policy. In the event it appears that the entire agenda cannot be completed by the normal time of adjournment, the Board may take up and act upon the
more pressing agenda items. All agenda items not considered at the meeting shall be on the agenda of the next regular, special, or adjourned regular meeting unless
the Board directs otherwise.

ADDRESSING THE BOARD:
Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair.
Anyone wishing to address the Board on an item not on the agenda may do so during the "Oral Communications" part of the agenda. For any agenda item or for Oral
Communications on nonagenda items, if there appears to be a large number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker
unless there is an objection from the Board by majority vote.
Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a member of the public who utilizes a translator.
