City of Mountain View Minutes - Final Board of Library Trustees Monday, January 22, 2024 7:00 PM Library Program Room - First Floor Special Meeting 1. CALL TO ORDER Chairperson Su called the meeting to order at 7:02 p.m. 2. ROLL CALL Present 5 - Member Kuldip Ambastha, Vice Chair Kristin Higaki, Member Nicole Vogt, Chair Eric Nehrlich, and Member Sharon Su 3. MINUTES APPROVAL 3.1 Approval of Minutes from December 11, 2023 MOTION- Nehrlich/Vogt (M/S) to approve the Minutes from the December 11, 2023 Board of Library Trustees Meeting as presented. Motion carried. Votes taken by roll call. Yes: 5 - Member Ambastha, Vice Chair Higaki, Member Vogt, Chair Nehrlich, and Member Su 4. ORAL COMMUNICATIONS FROM THE PUBLIC Nicolas Hargis, Mountain View resident gave program suggestions for more developmentally disabled or neurodivergent learners. Expand outreach for craft events with suggested partnership such as Ability Path that runs the Day Care Center at the Community Center, Achieve Kids in Palo Alto, a non-profit for development disability, Special Olympics or the State Council on Development Disabilities. Hopes to see the program's growth in those areas. 5. DONATIONS 5.1 Library Donations Accepted and approved Library Donations from donors: $1,000 - Rebecca Galiotto $ 200 - Cecily Chang Board member Vogt thanked the donors for their generosity. MOTION - Vogt/Nehrlich (M/S) to accept donations. Motion carried. Votes taken by roll call. Yes: 5 - Member Ambastha, Vice Chair Higaki, Member Vogt, Chair Nehrlich, and Member Su 6. NEW BUSINESS 8.1 Elect Chair and Vice Chair Elect Chairperson. MOTION - Su/Ambastha (M/S) to elect Vice Chairperson, Nehrlich as Chairperson. Motion carried. Votes taken by roll call. Yes: 5 - Member Ambastha, Vice Chair Higaki, Member Vogt, Chair Nehrlich, and Member Su Elect Vice Chairperson. MOTION - Nehrlich/Vogt (M/S) to elect Board member, Higaki as Vice Chair. Motion carried. Votes taken by roll call. Board member Vogt thanked Chairperson Su for doing a great job as Chair. Yes: 5 - Member Ambastha, Vice Chair Higaki, Member Vogt, Chair Nehrlich, and Member Su 9. BOARD/STAFF ANNOUNCEMENTS, UPDATES, REQUESTS, AND COMMITTEE REPORTS 9.1 Library Director's Report Library Director Tracy Gray, gave an update on the new Bookmobile unveiling event on January 10, with the first day out on route starting on January 23. The History Center is getting a refresh with new paint and carpet. The Friends of the Library added another Saturday for book donations and planning their upcoming book sale in February or March. Tax preparation assistance will be back again this year, which will be offered on Tuesdays and Saturdays. Received a Yelp certificate and sticker acknowledging the Library being liked on their platform. Silicon Valley Reads, a cohort of Academic Libraries, Public Libraries and communities in Silicon Valley every year will kickoff in a few weeks. The kickoff event will be held at De Anza College on January 31 at 7 p.m. 9.2 Agenda Setting - Six-month performance measures. - Youth staff presentation. - Policy updates to the Reference Policy. - Program updates with questions about neurodiversity from public comments. 10. ADJOURNMENT Having no further business, Chairperson Su adjourned the meeting at 7:30 p.m. The next Board of Library Trustees' meeting will be on Monday, February 26, 2024 at 7:00 p.m. Minutes submitted for approval by Joy Phaphakdy. The Board may consider and act on items listed on the agenda in any order. Consideration of the matters noticed herein is not limited by the recommendations indicated herein. It is the policy of the Library Board that all evening meetings of the Board, including Study Sessions, be adjourned no later than 9:00 p.m., which time is referred to as the normal time of adjournment. No new item of business shall be taken up by the Board after 9:00 p.m. unless the Board has determined by majority vote to set aside this policy. In the event it appears that the entire agenda cannot be completed by the normal time of adjournment, the Board may take up and act upon the more pressing agenda items. All agenda items not considered at the meeting shall be on the agenda of the next regular, special, or adjourned regular meeting unless the Board directs otherwise. Pursuant to the Americans with Disabilities Act (ADA), if you need special assistance in this meeting, please contact the Community Services Department at (650) 903-6400. Notification of 48 hours prior to the meeting will enable the City to make reasonable arrangements to ensure accessibility to this meeting. (28 CFR 35.160 (b) (1)) ADDRESSING THE BOARD: Interested persons are entitled to speak on any item on the agenda and should make their interest known to the Chair. Anyone wishing to address the Board on an item not on the agenda may do so during the "Oral Communications" part of the agenda. For any agenda item or for Oral Communications on nonagenda items, if there appears to be a large number of speakers, the Chair may reduce speaking time to no less than 1.5 minutes per speaker unless there is an objection from the Board by majority vote. Pursuant to Government Code Section 54954.3(b)(1), at least twice the allotted speaking time will be provided to a member of the public who utilizes a translator.
